Explanation
BACKGROUND: This legislation seeks to authorize the Director of Finance and Management to enter into a contract with Resilite Sports Products, Inc. for the purchase and installation of wrestling and wall mats for the Police Training Academy. The current mats have been in place for approximately 7 years and have been developing wear holes through the outer protective layer, which exposes the foam interior of the mats. This can cause injuries during the recruit training. By having the foam exposed through these holes it is impossible to clean the mats properly to prevent bacteria growth. With the replacement of the worn mats, the Division will continue fostering a safe training environment for all who utilize the mat space
Bid Information: The formal bid process was utilized to obtain pricing. Formal Bid RFQ029212 was opened on December 5, 2024. Resilite Sports Products, Inc, was the only bidder to offer a viable bid. The bid was submitted for $95,290.00. Division of Police Training personnel reviewed the bid and recommended Resilite Sports Products, Inc. be awarded the contract with the City of Columbus Division of Police as they were the lowest and most responsive bidder.

Emergency Designation: Emergency legislation is requested so that the Division of Police may immediately enter into a contract to obtain mats for the safety of recruits during training.
FISCAL IMPACT: This ordinance authorizes an expenditure of $95,290.00 from the Special Revenue Fund, entitled the Police Continuing Professional Training Fund with Resilite Sports Products, Inc. for the Division of Police, contingent upon passage of Ordinance 0099-2025.

WHEREAS, the Division of Police wishes to enter into a contract for the purchase and installation of wrestling and wall mats with Resilite Sports Products, Inc.; and,
WHEREAS, Resilite Sports Products, Inc., was determined to be the lowest and most responsive bidder to RFQ029212; and,
WHEREAS, the expenditure of $95,290.00 will be funded through Special Revenue Fund, entitled the Police Continuing Professional Training Fund; and,
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into a contract with Resilite Sports Products, Inc., for the purchase and installation of wrestling and wall mats, to maintain recruit training safety, for the immediate preservation of the public peace, property, health, safety, and welfare; NOW THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management, be and is hereby authorized to enter into a contract with Resilite Sports Products, Inc., for the purchase and installation of wrestling and wall mats at the Division of Police Training Academy.
SECTION 2. That the expenditure of $95,290.00, or so much thereof as may be needed, is hereby authorized in the Special Revenue Fund, entitled the Police Continuing Professional Training Fund, contingent upon passage of Ordinance 0099-2025, in object classes 06 Furniture and Fixtures and 02 General Supplies, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated upon the approval of Ordinance 0099-2025, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
