Title: To authorize the acceptance and appropriation of a supplemental grant award from the Franklin County Board of Commissioners, Justice Programs Unit, in the total amount of Ten Thousand Dollars for the continued funding of the Project SMART program and to declare an emergency. ($10,000.00)
Explanation
 
This legislation will authorize the City Attorney to accept a supplemental grant award for the Title 2 Project SMART Grant #03-JJ-DP2-0209 from the Franklin County Board of Commissioners, Office of Justice Programs, for the funding of the Project SMART program within the City Attorney's Office.  Project SMART is a program designed to reduce truancy and absenteeism by instituting mediation programs in Columbus Public elementary and middle schools.  It is a cooperative effort between the City Attorney's Office and the Columbus Public Schools.  
 
Emergency action is requested to allow for the uninterrupted continuation of this grant program.

Title
 
To authorize the acceptance and appropriation of a supplemental grant award from the Franklin County Board of Commissioners, Justice Programs Unit, in the total amount of Ten Thousand Dollars for the continued funding of the Project SMART program and to declare an emergency. ($10,000.00)
 
Body
 
WHEREAS, the Franklin County Board of Commissioners, Justice Programs Unit, originally awarded the City of Columbus, City Attorney's Office, a grant in the amount of Thirty-five Thousand Dollars ($35,000.00) for Grant No. 03-JJ-DP2-0209 Title 2 Project SMART for the year 2004.  Said grant was accepted by ordinance 0097-2004; and
 
WHEREAS, subsequently the grant award period has been extended through March 31, 2005 and a supplemental amount of Ten Thousand Dollars ($10,000.00) has been awarded; and
 
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the supplemental grant award in order that the services supported may continue uninterrupted; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
 
Section 1.  That the City Attorney is hereby authorized to accept a supplemental grant award from the Franklin County Board of Commissioners, Justice Programs Unit, in the amount of Ten Thousand Dollars ($10,000.00) for the Project SMART program.
 
Section 2.  That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of Ten Thousand Dollars ($10,000.00) is appropriated as follows: department 2401, Project SMART Student Medication Grant, grant number 243008, fund number 220, organizational cost account 243008, object level 1 03, object level 3 1100.      
         
Section 3. That the funds appropriated in the foregoing Section 2 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
