Explanation
Background:
This ordinance is contingent upon the passage of ordinance 1818-2008 authorizing the 2009 General Fund Budget Appropriations.
This legislation will authorize the City Attorney to accept the VAWA Domestic Violence Prosecutors Grant #2008-WF-VA2-8758 from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs.
This grant partially funds two Prosecuting Attorneys for the Domestic Violence Unit of the City Attorney's Office. The Domestic Violence Unit assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
Emergency action is requested to allow for the uninterrupted continuation of this grant program.

The required matching funds of $34,569.00 are included in the City Attorney's 2009 General Fund Budget.

WHEREAS, the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs, has awarded the City of Columbus, City Attorney's Office, a grant in the amount of One Hundred Three Thousand Seven Hundred Five Dollars ($103,705.00) for the VAWA Domestic Violence Prosecutors program,
#08-WF-VA2-8758; and
WHEREAS, the acceptance of this grant requires the City Attorney supply matching funds in the amount of Thirty-Four Thousand Five Hundred Sixty-nine Dollars ($34,569.00); and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds and transfer and appropriate the matching funds in order that the services supported may continue without interruption and for the preservation of the public health, peace, property, safety and welfare; and, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
SECTION 1. That the City Attorney is hereby authorized to accept a grant in the amount of One Hundred Three Thousand Seven Hundred and Five Dollars ($103,705.00) from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs.
SECTION 2. That the amount of Thirty-Four Thousand Five Hundred Sixty-nine Dollars ($34,569.00) is hereby transferred as follows:

SECTION 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of One Hundred Thirty-Eight Thousand Two Hundred Seventy-four Dollars ($138,274.00) is appropriated as follows: department 2401, VAWA Domestic Violence Prosecutors Grant, grant number 249015, fund number 220, organizational cost account 249015, object level three 1101.
SECTION 4. That funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
