Explanation

BACKGROUND:  This ordinance authorizes the Franklin County Municipal Court Clerk to enter into contract with Kirk Williams Services Company LLC dba Axiom Mechanical Services, in the amount of $129,325.00 for the renovation of the fire suppression system at the Franklin County Municipal Court Clerk's office,  375 S. High Street, 16^th floor.  The renovation will include installation of a fire suppression system including controllers, detectors, alarms, system interconnections, dry agent and wet sprinkler piping, all electrical, control wiring, patching, painting etc.  The current wet fire suppression system is unsuitable for computer room fire protection.  Therefore, renovating the computer center area to accept a dry sprinkler system will protect the Clerk's approximate $5.65 million computer software and equipment.   The computer center was established in 1998 and is the main computer system for the Clerk' office and Court which services the general public and other government agencies for arrest document support.  The contractor has 60 calendar days upon notification of the award of the contract to complete the project.  

Formal proposals were solicited on September 27, 2006. Two firms submitted bid proposals on October 10, 2006 as follows:  (0 MBE, 0 FBE).

It is the recommendation of the Engineer, Ralph Kramer Engineers and the Franklin County Municipal Court Clerk to award this contract to the most responsive and responsible bidder, Kirk Williams Services Company LLC dba Axiom Mechanical Services.     

This company is not debarred according to the excluded party listing system of the Federal Government or prohibited from being awarded a contract according to the Auditor of State unresolved finding for recovery certified search.

Emergency:  Emergency action is requested to protect the Clerk's computer center with the proper fire protection for the Franklin County Municipal Court Clerk office.     

Fiscal Impact:  Funds for this budgeted expenditure are available within the Municipal Court Clerk 2006 computer fund appropriations.

Title

Body

WHEREAS, it is necessary to renovate the fire suppression system for the Franklin County Municipal Court Clerk's office; and

WHEREAS, Ralph Kramer Engineers and the Franklin County Municipal Court Clerk recommends acceptance of the bid submitted by Kirk Williams Services Company LLC dba Axiom Mechanical Services as the most responsive and responsible bid; and

WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court Clerk office in that it is immediately necessary to authorize the Franklin County Municipal Court Clerk to enter into contract with Kirk Williams Services Company LLC dba Axiom Mechanical Services for the renovation of the fire suppression system at the Franklin County Municipal Court Clerk's office, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Franklin County Municipal Court Clerk is hereby authorized to contract with Kirk Williams Services Company LLC dba Axiom Mechanical Services for the renovation of the fire suppression system at the Franklin County Municipal Clerk's office.

SECTION 2.   That the expenditure of $129,325.00, or so much thereof  as  may be necessary is hereby authorized from the Franklin County Municipal Court Clerk computer fund, department number 2601, fund 227, subfund 002, oca 260208, object level 1-03, object level 6-6649.

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
