Explanation

This ordinance authorizes the Board of Health to enter into contract with Aclima, Inc. for data collection and air quality analysis.

In 2021, an environmental event took place within the North Central Community. Since then residents have expressed concern over what impacts this will have on their community both short-term and long-term. This legislation will allow for hyperlocal data collection and an air quality analysis of the North Central Community and another area for comparative purposes. 

BID WAIVER INFORMATION:  A bid waiver is requested on this contract as Aclima, Inc. is a world-renown hyperlocal data collection and data science organization and specializes in measuring air pollution and the health of the air.

 

FISCAL IMPACT: $189,000 is budgeted and available for this contract in the Health Operating Fund.

Body

WHEREAS, an environmental event took place in the North Central Community, the effects of which are unknown; and

WHEREAS, North Central Community residents have expressed urgent concerns of the air quality of their neighborhoods; and

WHEREAS, this legislation will provide a comparative analysis of two areas to assist in the determination of whether the perceived harm that exceeds a reasonable level; and

WHEREAS, Aclima is a world-renowned hyperlocal data collection and data science organization; and

WHEREAS, Aclima specializes in measuring air pollution and the quality of the air;

 

WHEREAS, it is in the best interest of the City to waive the competitive bidding requirements of Chapter 329 of the Columbus City Code because this organization has had proven success in measuring air quality at a hyperlocal level and to allow this work to begin at the earliest possible time; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is authorized to enter into a contract in an amount not to exceed $189,000.00 for hyperlocal data collection and air quality analysis with Aclima, Inc.

SECTION 2. That the Auditor is authorized and directed to transfer $189,000.00 within the Health Operating Fund, fund 2250, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized by Section 1 of this ordinance, the expenditure of $189,000.00 is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That this Council finds it in the best interests of the City to waive the competitive bidding provisions of City Code Chapter 329 to enter into a contract with Aclima.

 

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
