Explanation
 
The purpose of this legislation is to authorize the Director of Public Utilities to enter into a service agreement for the Division of Operational Support with Midwest Automated Time Systems Inc for upgrading the Info Tronics Attendance Time System utilized by employees of the Division of Sewerage and Drainage, Division of Electricity and the Division of Water.
 
The Department of Public Utilities utilizes an automated attendance system that is in need of a software upgrade. Midwest Automated Time Systems Inc. is the manufacturer and support for the software used in the attendance time system. This legislation is being submitted in accordance with the Sole Source provisions of the Columbus City Code, Section 329.07 (c). The work will consist of upgrading to Info Tronics Attendance Enterprise Professional, additional terminals, and additional software revisions.
 
FISCAL IMPACT: $33,120.86 is budgeted and needed for this service.
 
SUPPLIER: Midwest Automated Time Systems Inc (42-1086891)
 
Emergency legislation is being requested so that the upgrade of the system can commence at the earliest available time.

WHEREAS, the Department of Public Utilities utilizes an automated attendance system supported by Midwest Automated Time Systems Inc, and
 
WHEREAS, the Department of Public Utilities, Division of Operational Support  is in need of upgrading the system that is utilized by employees of the  Division of Sewerage and Drainage, Division of Water and the Division of Electricity, and
 
WHEREAS, the Department of Public Utilities requests that a service agreement be established with the sole provider of the support of the software in the system in accordance with Columbus City Code Section 329.07 (c), and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Operational Support in that it is immediately necessary to enter into a service agreement so that the upgrade to the attendance system can commence at the earliest time available with Midwest Automated Time Systems Inc
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into a service agreement in accordance with the provisions of Columbus City Code Section 329.07 (c) with Midwest Automated Time Systems Inc for the Info Tronics Automated Attendance System for the Division of Operation Support.
 
Section 2. That the expenditure of $33,120.86 or so much thereof as may be needed, be and the same hereby is authorized from:

Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
