Explanation
Representatives of the City of Columbus and Columbus Municipal Association of Government Employees/CWA, Local 4502, executed Memorandum of Understanding #2003-03 to create Step X which would permit a mechanism to accommodate specific sets of circumstances in which an employee's pay rate may exceed the pay range maximum for their classification. It authorizes the employee's base pay rate to be continued when it exceeds the maximum of the pay range until the point in time that the pay range increases enough to include the employee's base pay rate.
Emergency action is recommended to effectuate Step X in order to not adversely affect any employees.

To accept Memorandum of Understanding #2003-03 executed between representatives of the City of Columbus and Columbus Municipal Association of Government Employees/CWA, Local 4502, which amends the Collective Bargaining Contract, August 24, 2002 through August 23, 2005; and to declare an emergency.

WHEREAS, representatives of the City and Columbus Municipal Association of Government Employees/CWA (CMAGE/CWA), Local 4502 entered into Memorandum of Understanding #2003-03, a copy of which is attached hereto, to amend the Collective Bargaining Contract, August 24, 2002 through August 23, 2005 between the City and CMAGE/CWA, Local 4502, by implementing a Step X mechanism; and
WHEREAS, it is immediately necessary to amend the Collective Bargaining Contract between the City and CMAGE/CWA by accepting Memorandum of Understanding #2003-03; and
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend the collective bargaining contract between the City and CMAGE/CWA, Local 4502, thereby preserving the public peace, property, health, safety, and welfare; Now, Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Memorandum of Understanding #2003-03 amends the Collective Bargaining Contract between the City and CMAGE/CWA, Local 4502, August 24, 2002 through August 23, 2005 by implementing a Step X mechanism.
Section 2. That City Council, in the best interests of the City, hereby recognizes and accepts Memorandum of Understanding #2003-03, attached hereto, executed between representatives of the City and CMAGE/CWA to be effective August 3, 2003.
Section 3. For the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
