Need: The Division of Police needs to purchase seven LED lighting system for motorcycles. This purchase will outfit motorcycles that currently do not have the lighting systems.
Bid Information: Four bids were received in the Purchasing Office for Bid # SA002553, LED Lighting System for motorcycles which opened August 2, 2007. Overall total prices were as follows: K.E. Rose Truck Equipment $22,162.00, Parr Public Safety Equipment, Inc. $21,766.50, Standard Law $22,050.00 and D&M Distributors $24,649.31.
Parr Public Safety Equipment, Inc. was the lowest overall and best bid received per specification; therefore, a contract should be awarded to them.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested for this ordinance so that lighting systems may be installed on motorcycles as soon as possible.
FISCAL IMPACT:
Since this purchase will be made with Law Enforcement Seizure Funds, there will be no effect on the financial status of the General Fund.

To authorize and direct the Finance and Management Director to contract for the purchase of LED Lighting Systems for motorcycles with Parr Public Safety Equipment, Inc. for the Division of Police, to authorize the expenditure of $21,766.50 from the Law Enforcement Contraband Seizure Fund; and to declare an emergency. WHEREAS, there is a need to purchase seven LED Lighting Systems for the Division of Police; and
WHEREAS, formal bid proposal SA002553 for the purchase of LED Lighting Systems for motorcycles for the Division of Police was received by the Purchasing Office on August 2, 2007; and
WHEREAS, Parr Public Safety Equipment, Inc. was the overall lowest and most responsive bid received; and
WHEREAS, funds from the Law Enforcement Seizure Funds will supplement, not supplant, the purchase of LED Lighting Systems from the General Fund; and
WHEREAS, an emergency exists in the usual daily operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase LED Lighting Systems for the preservation of the public health, peace, property safety, welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Parr Public Safety Equipment, Inc. for the purchase of seven LED Lighting Systems for the Division of Police, Department of Public Safety on the basis of Parr Public Safety Equipment, Inc. bid being the overall lowest and most responsive bid received.
SECTION 2. That the expenditure of $21,766.50 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
