Explanation

BACKGROUND:

The Division of Design and Construction is responsible for managing construction contracts, providing quality and timely construction inspection, surveying, and materials testing services in support of publicly and privately-funded infrastructure construction projects.

 

On April 1, 2009, the Department of Public Service ceased all expenditure and revenue activity in the development services fund and established two new funds: the private construction inspection fund and the internal service construction inspection fund. The private construction inspection fund captures the accounting activity of the Division of Design and Construction that is connected with the inspection of private development. The internal service construction inspection fund captures the accounting activity of the Division of Design and Construction that is connected with the inspection of public Capital Improvement Projects.

 

The current fee structure has been fully reviewed and compared to the actual cost incurred by the Department of Public Service. As a result of this review, the Fee Schedule has been revised to better anticipate development and construction related costs.

 

These proposed Fee Schedule changes have been reviewed by the Building Services Review Council (BSRC).

 

FISCAL IMPACT:

The Fee Schedule has been revised to better reflect the City's actual costs associated with the inspection processes.

 

Title

To adopt a new Fee Schedule for the Department of Public Service, Infrastructure Transportation Construction Inspection Fees, to be effective on Monday, January 4, 2027. ($0.00)

 

Body

WHEREAS, the Department of Public Service private construction inspection and internal service construction inspection funds were created to support the inspection activities of the Department of Public Service agencies charged with the review and inspections and construction review processes; and

 

WHEREAS, these funds are supported solely by fees collected from the users of the services associated directly with the private development and construction review inspection processes; and

 

WHEREAS, the current fee structure has been fully reviewed and compared to the actual costs incurred by the Department of Public Service and other reviewing agencies and partners; and

 

WHEREAS, as a result of this review, some fees have increased; and

 

WHEREAS, these proposed Fee Schedule changes have been reviewed by the Building Services Review Council (BSRC); and

 

WHEREAS, it has become necessary in the usual daily operation of the Departments of Public Service to adopt a new Fee Schedule for the Department of Public Service, Infrastructure Transportation Construction Inspection Fees, to be effective on Monday, January 4, 2027; and now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1. That the attached revised Fee Schedule for the Department of Public Service, Infrastructure Transportation Construction Inspection Fees, Part F, as authorized by City Code Section 4103.14, shall be incorporated fully as if set out at length herein and shall be utilized as the fee schedule for all functions and fees subject to it and shall become effective on January 4, 2027, or the earliest period allowed by law.

SECTION 2.  That the funds necessary for any refunds are hereby deemed appropriated.

SECTION 3.  That the existing Fee Schedule for the Department of Public Service, Infrastructure Transportation Construction Inspection Fees, initially adopted by Ordinance #3047-2022, Part F, which became effective January 5, 2023, and all amendments thereto, is hereby repealed.

 

SECTION 4. That enforcement of this ordinance shall be from and after January 4, 2027.
