Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Momentum-Excellence, Inc., a non-profit corporation, to provide operating support.

 

This year, approximately 1,000 elementary-aged school children took weekly dance classes set to live piano accompaniment in their school gyms during regular school hours. By May, these students came together from various corners of Columbus to deliver a full-scale performance on the Jo Ann Davidson Theatre stage, accompanied by a live band. The hour long production, Treasures Within, celebrating the 150th anniversary of the Columbus Metropolitan Library, tells a story conceived by Momentum about the treasures within the library, within a book, and within a child.

 

Momentum’s after-school programs reach hundreds of other children and are also ready to expand, providing children with a safe and constructive alternative during hours when they might otherwise face challenges. Advanced Teams, comprised of children who excelled during their year-long, in-school classes, meet after school to learn more advanced dance techniques and prepare for featured roles in performances. These children also attend a two-week summer intensive day camp that culminates in a performance on the Columbus Commons stage.

 

Columbus City Council wishes to support Momentum Excellence’s efforts to increase accessibility and make this transformative, life-enriching experience available for every 4th grader in Columbus. Expanding this year-long program will necessitate hiring and training numerous instructors and pianists in the unique method of using the arts to help children reach their full potential. Additionally, Momentum has other programs of shorter duration that are growing rapidly for special needs Early Learners at CCS and typical Early Learners through Headstart.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to provide Momentum-Excellence with the resources necessary to execute summer programming.

To authorize the City Clerk to enter into a grant agreement with Momentum-Excellence, Inc in support of the organization’s youth dance programming; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($200,000.00)

 

Body

WHEREAS, in its third decade of serving Columbus, Momentum Excellence continues to engage children in transformative and life-enriching dance instruction; and

 

WHEREAS, approximately 1,000 elementary-aged school children took weekly dance classes set to live piano accompaniment in their school gyms during regular school hours; and

 

WHEREAS, Momentum’s after-school programs reach hundreds of other children and are also ready to expand, providing children with a safe and constructive alternative during hours when they might otherwise face challenges; and

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement to provide Momentum-Excellence, Inc., in order to profit necessary funding to execute summer programming, all for the immediate preservation of the public health, peace, property, safety and welfare; and now therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Momentum-Excellence, Inc, a non profit corporation in support of the organization’s youth dance summer programming.

 

SECTION 2:  That the City Auditor is hereby authorized and directed to appropriate $200,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council per the accounting codes in the attachment to this ordinance.

 

SECTION 3:  That per the action authorized by Section 1 of this ordinance, the expenditure of $200,000.00, or so much thereof as necessary, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 4:  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 6.  That, for the reasons stated in the Preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
