APPLICANT:  JAS Greenfield LLC; c/o Joseph Clase; 1 South Harrison Street; Ashley, OH 43003.

 

PROPOSED USE:  Limited office and less-objectionable manufacturing development.

 

DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (6-0) on April 9, 2026.

 

NORTH CENTRAL AREA COMMISSION RECOMMENDATION:  Disapproval.

 

CITY DEPARTMENTS' RECOMMENDATION:  Approval. The site consists of one undeveloped parcel split-zoned in the M, Manufacturing District and R-1, Residential District. The requested L-M, Limited Manufacturing District will allow the site to be developed with limited office uses and less-objectionable manufacturing uses as proposed by the submitted limitation text. The text includes appropriate use restrictions and development standards that are consistent with the Columbus Growth Strategy’s (2026) land use recommendation of “Industrial and Warehouse” land uses at this location.

WHEREAS, application #Z26-006 is on file with the Department of Building and Zoning Services requesting rezoning of 2.29± acres from M, Manufacturing District and R-1, Residential District, to L-M, Limited Manufacturing District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the North Central Area Commission recommends disapproval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the requested L-M, Limited Manufacturing District is consistent with the Columbus Growth Strategy’s land use recommendation at this location; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

 

1695 DEWEY AVE. (43219), being 2.29± acres located on the south side of Dewey Avenue; at the southern terminus of Key West Avenue, and being more particularly described as follows:

 

Situated in the State of Ohio, County of Franklin, the City of Columbus. Being part of Quarter Township 4, Township 1 North, Range 18 West of the United States Military Lands and being Lot 10 of that Stevenson's Heirs Plat of record in Plat Book I, Page I (being Chanceny Records Book 2, Page 322 destroyed by fire), The Original McLean Properties LLC a 2.286-acre parcel as recorded in Instrument Number (199911150284824) of the Franklin County Record of Deeds.

 

Commencing at a Monument Box at the intersection of Joyce Avenue (60 feet wide) and Dewey Avenue (Variable Width).

 

Thence from said place of commencement and following the Centerline of Dewey Avenue (Variable width), South 85 degrees 54 minutes 42 seconds East, 1230.69 feet to a point.

 

Thence from the centerline of Dewey Avenue (Variable Width) and along the easterly side of Dolphin Alley (20 feet wide alley), South 03 degrees 02 minutes 55 seconds West, 25.00 feet to a 3/4-inch diameter pipe (found) and being the place of beginning.

 

Thence from said of beginning and following the southerly right of way line of Dewey Avenue (50 feet wide) and to west boundary of Rumpke of Ohio a 25.410 -acre parcel as recorded in Instrument Number (201307240124193) of the Franklin County Record of Deeds, South 85 degrees 54 minutes 42 seconds East, 326.16 feet to a point.

 

Thence following the west boundary of said Rumpke of Ohio a 25.410 -acre parcel, South 03 degrees 03 minutes 03seconds West, 311.18 feet to a point.

 

Thence following the north boundary of said Rumpke of Ohio a 25.410 -acre parcel, North 84 degrees 14 minutes 12 seconds West, 326.46 to a 3/4-inch diameter iron pipe bent (found).

 

Thence following the east boundary of said Rumpke of Ohio a 25.410 -acre parcel, North 03 degrees 02 minutes 55 seconds East, 146.25 feet to a 5/8-inch diameter iron pin bent (found) on the southerly right of way line of Dolphin Alley (20 feet alley).

 

Thence continuing and following the easterly right of way of Dolphin Alley (20 feet wide alley) and the east boundary of said American Addition Subdivision, North 03 degrees 02 minutes 55 seconds East, 155.39 feet to the place of beginning. Containing 2.294-acres (surveyed) and 2.286-acres (Deed). I. INTRODUCTION: Property Information: The subject property consists of approximately 2.286 acres of vacant land located on Dewey Road approximately one thousand two hundred (1,200) feet East of Joyce Avenue, as more particularly described in the legal description submitted with this application (“Property”). The Property is between the Rumpke facility, already zoned M, to the South and East, Dewey Avenue and properties zoned R-3 to the North and West. The Property is rather unique in that the total depth of the property is approximately three hundred (300) feet extending South from Dewey Road, although only approximately one hundred fifty (150) feet on the North side of the Property is currently zoned R-1, with the southern portion approximately one hundred fifty (150) feet being zoned M.

Applicant proposes that the Property be rezoned to M-manufacturing district, with the limitations set forth below.

 

Area Commission. The Property is part of the North Central Area Commission and falls under The North Central Plan (“Plan”) for development adopted by Columbus City Council on or about May 6, 2002. While the Plan recommends for the Subject Property to be utilized as Neighborhood Commercial Services, the Plan also recognizes that in certain circumstances where transitional zoning is not possible, that non-recommended uses may still be warranted and appropriate, provided means are implemented to minimize objectionable elements. As will be shown herein, the Applicant’s proposed use for the Subject Property incorporates significant screening and setback elements in conformity with the recommendations of the Plan. Likewise, in accordance with the Plan’s recommendations, given the nature of the proposed use(s), truck and service traffic will be mostly limited to daylight hours and will be minimal.

 

II. PERMITTED USES: Chapter 3363 of the Columbus City Code of Ordinances (“Zoning Code”) provides that property located within an M-manufacturing district may be used for any purpose within a C-1, C-2, C-3, C-4 commercial districts (except extended stay hotels), C-5 commercial district (using C-5 development standards) and the P-1 and P-2 parking district, together with numerous additional uses enumerated within the Zoning Code, though the applicant agrees to hereby restrict and limit permitted uses for the Property, as rezoned shall only include:

 

1. All office uses as listed in C.C. 3353.A, 3353.C, 3353.D, 3353.E;

 

2. Warehouse, storage and sales establishments as listed in 3363.02, limited to indoor storage only and limited sales on premises.

 

3. Chemicals, petroleum, coal and allied products - less objectionable uses, as listed in C.C. 3363.04.

 

4. Metals and metal products-less objectionable uses, as listed in C.C 3363.05.

 

5. Wood and paper products-less objectionable uses, as listed in C.C 3363.06.

 

6. Miscellaneous uses- less objectionable uses, as listed in C.C 3363.08.

 

III. DEVELOPMENT STANDARDS: Unless otherwise indicated in this text, the applicable development standards in Chapter 3363, Manufacturing District, of the Zoning Code shall apply.

 

A). Density, Height, Lot and/or Setback commitments:

 

1. Setback standards shall be in accordance with the standards set forth in Sections 3363.24 and 3363.25 of the Zoning Code.

 

2. Front building setback shall be a minimum 50-foot from right of way on Dewey Avenue.

 

3. Side building setback shall be a minimum 40-foot from any residential property; this setback would include the alley to the West.

 

4. Rear building setback shall be a minimum 10-foot from the rear property line.

 

5. Front parking setback shall be a minimum 30-foot from right of way on Dewey Avenue.

 

6. Side and rear parking setback shall be a minimum 5-foot from property line.

 

B.) Access, Loading, Parking and/or other Traffic related commitments:

 

The Property will obtain access to and from Dewey Avenue via a single driveway.

 

C.) Buffering, Landscaping, Open Space and/or Screening Commitments:

 

1. Landscaping and/or screening will be in accordance with the standards set forth in 3321.07 through 3321.13 of the Zoning Code.

 

2. Shrubs shall be planted along the frontage, Atop a three (3) foot high earthen mound, 4 clustered shrubs every 12 feet, (75% minimum opacity).

 

3. Screening shall be provided on the West & East property line with a 7-foot privacy fence adjacent to the residential property. Including a 7-foot-tall dumpster enclosure on the property. Type of privacy fencing shall be board-on-board.

 

4. Additional shade trees shall be provided with a minimum of 3 along residentially zoned parcels.

 

D.) Building design and/or Interior-Exterior treatment commitments:

E.) Dumpsters, Lighting, Outdoor display areas and/or other environmental commitments:

 

N/A

 

F.) Graphics and Signage commitments.

 

1. All Graphics and signage shall comply with the Graphics Code, Article 15, Title 33 of the Columbus Code as it applies to the C-2, Commercial zoning classification and any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.

 

2. All signs will be limited to monument style only.
