Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a professional engineering services contract with Michael Baker, Jr, Inc.
The City of Columbus has developed a Bicentennial Bikeways Plan (BBP) which was adopted by City Council on June 2, 2008. The Plan identifies specific bikeways improvement projects located throughout the City. The Division of Mobility Options is responsible for the management of these improvement projects.
There are a variety of individual projects to be analyzed and designed as part of this contract. These improvements consist of projects identified in the Columbus Bicentennial Bikeways Plan such as shared use paths, bike lanes, and shared routes as well as communications and public involvement related to project development. Potential projects (tasks) include, but are not limited to, the following:

Sullivant Avenue Corridor - (Georgesville Road to Scioto River)
North Hague Avenue Shared Route - (W. Broad Street to Camp Chase RR)
Whitethorne Avenue Bike Boulevard - (W. Broad Street to Eakin Road)
Trabue Road-Renner Road Corridor - (Riverside Drive to Alton Darby Creek Road)
Spot Improvements:
Olentangy River Road and 5th Avenue
Morse Road and Indianola Avenue
E. North Broadway and I-71
Ackerman Road and Kenny Road
South High Street and Whittier Street
Neil Avenue and West Lane Avenue
Morse Road and North High Street
Morse Road and Sharon Avenue
Railroad Crossing Improvements:
McKinley Avenue and Harrison Road
Mound Street West, west of Central Avenue
Edgehill Road South, south of Fifth Avenue
Hall Road, east of Norton Road
The completion of engineering design will result in improved bicycle travel at 14 spot and railroad crossing locations and 12.5 miles of roadways. Work also includes conducting the necessary traffic engineering analysis to refine BBP recommendations into practical "complete street" solutions. For example, road diets that require the removal of travel lanes must be analyzed for safety and capacity impacts.
The Department of Public Service, Office of Support Services solicited a Request for Proposals for the Bikeway Development - General Engineering Design contract. The project was advertised through the City's Vendor Services web site from May 24, 2011, to June 23, 2011. The city received 8 responses. 7 responses were deemed minimally compliant and were fully evaluated when the Evaluation Committee met on July 14, 2011.

3. FISCAL IMPACT:
Funding for this project is budgeted in the 2011 Capital Improvement Budget and available within the Streets and Highways G.O.Bonds Fund.
4. EMERGENCY DESIGNATION
Emergency action is requested to provide funding for the professional services described above at the earliest possible time to provide for project analysis and to have plans available for construction of the projects listed above.

WHEREAS, this ordinance authorizes the award of the Bikeway Development - General Engineering Design Contract; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that this legislation should go forth immediately to provide funding for project design to have plans available for construction of projects, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be and hereby is authorized to enter into a professional services contract for the Bikeway Development - General Engineering Design Contract with Michael Baker, Jr. Inc,

SECTION 2. That the 2011 Capital Improvements Budget established within ordinance 0266-2011 be and hereby is amended to provide funding for this contract as follows:

That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
