Explanation
This legislation authorizes the Director of Public Utilities to modify and increase a contract for Security Guard Services for the Sewer Maintenance Operations Center within the Division of Sewerage and Drainage with U.S. Security Associates Incorporated.
Security Guard Services are required at the Sewer Maintenance Operations Center twenty-four (24) hours per day. The contract allows for five (5) extensions and the Division of Sewerage and Drainage is currently in the fifth and final year. Furthermore, the contract allows an increase of 4% increase each year. Part of the 2004 appropriations had to be used to cover the payment of 2003 invoices and the Division of Sewerage and Drainage is establishing enough funding to cover the contract through it's expiration date of May 2005. The amount being requested by the Division of Sewerage and Drainage is $128,000.00, for a total contract obligation of $765,800.00.

To authorize the Director of Public Utilities to modify and increase an existing contract for Security Guard Services with U.S. Security Associates, Inc for the Division of Sewerage and Drainage, to authorize the expenditure of $128,000.00 from the Sewerage System Operating Fund and to declare an emergency. WHEREAS, EL-004236 with U.S. Security Associates Inc., authorized a fifth year agreement for Security Guard Services at the Sewer Maintenance Operations Center within the Division of Sewerage and Drainage until May 31, 2005; and
WHEREAS, part of the 2004 appropriations had to be used to cover the payment of 2003 invoices and the Division of Sewerage and Drainage is establishing enough funding to cover the contract through it's expiration date of May 2005. it has become necessary to increase EL-004236 and,
WHEREAS, the Division of Sewerage and Drainage wishes to increase the contract by $128,000.00, and,
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to enter into contract so that there is not an interruption in services and security at the Sewer Maintenance Operations Canter for Security Guard Services with U.S. Security Associates Inc for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and he is hereby authorized to modify and increase EL-004236 with U.S. Security Associates Inc for Security Guard Services by $128,000.00 in accordance with specifications on file in the Division of Sewerage and Drainage.
Section 2. That the expenditure of $128,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Sewerage System Operating Fund, 650 as follows, to pay the cost thereof, OCA: 606202; Object Level 1: 03; Object Level 3: 3398.
Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
