Explanation
Background:
- This ordinance will authorize a modification to Contract No. EL005278 for additional services related to the Olentangy River Road Bikeway Extension, authorize the transfer of funds within the Parks and Recreation 1995 and 1999 Voted Bond Fund, and authorize an expenditure in the amount of $23,700.00.
- Amount of additional funds to be expended is $23,700.00. The original contract cost was $5,925.65; the total modified cost is $29,625.65.
- Stone Environmental recently completed line, grade and typical cross sections for the proposed trail. Additional services include detailed construction plans to extend the Olentangy River Bikeway North from Wheldon Street to Troon Trail.

- Emergency legislation is requested to allow project to proceed in a timely manner.
Fiscal Impact:
$23,700.00 is being transferred within the Parks and Recreation Voted 1995 and 1999 Bond Fund as outlined in Section 2.

To authorize and direct the Director of Recreation and Parks to modify the contract with Stone Environmental for additional services in conjunction with the Olentangy River Road Bikeway Extension, to authorize the transfer of $23,700.00 within the Parks and Recreation Voted 1995 and 1999 Bond Fund, to authorize an expenditure of $23,700.00, and to declare an emergency. WHEREAS, it is necessary to modify the contract with Stone Environmental for additional services in conjunction with the Olentangy River Road Bikeway Extension; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to modify said contract to allow work to proceed in a timely manner; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to modify Contract No. EL005278 with Stone Environmental for additional services in conjunction with the Olentangy River Road Bikeway Extension, in accordance with plans and specifications on file in the Recreation and Parks Department.
Section 2. That the transfer of $23,700.00 be authorized as follows:

Section 3. That the expenditure of $23,700.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Voted 1995 and 1999 Bond Fund No. 702, Dept. No. 51-01, as follows, to pay the cost thereof.

Section 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
