Explanation
Background
This ordinance authorizes the Director of the Department of Finance and Management to enter into a grant agreement with Urban Strings Columbus in support of its Documentary Film Production Project.
The Project is a 45-60-minute documentary film on the trailblazing musician and educator Carolyn Utz and the legacy of Urban Strings Columbus. Produced to broadcast-quality standards, the film will serve as a long-term public asset for Columbus through educational use, community screenings, and digital distribution. City of Columbus funding is essential to move this project from concept to completion. Public support will underwrite key production costs, ensure broad community access, and help create a high-quality film that can be used by schools, community organizations, and Urban Strings Columbus well beyond the grant period. In this way, the City’s investment supports both a completed documentary and a durable civic and educational resource.
Fiscal impact: This legislation authorizes an expenditure of $10,000.00 from the General Fund.

WHEREAS, Urban Strings Columbus is an Ohio-based nonprofit that expands access to high-quality string music education for under served youth. Through instruction, mentorship, and performance, the organization helps young people build discipline, confidence, teamwork, and artistic skill outcomes that support academic engagement and long-term opportunity; and
WHEREAS, the project will produce a documentary film on Carolyn Utz and the legacy of Urban Strings Columbus. In addition to preserving an important Columbus story, the film will serve as a practical community asset for education, outreach, and public engagement. It will connect Utz’s legacy to the present-day impact of Urban Strings and show how sustained access to high-quality arts education can expand opportunity for young people; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Department of Finance and Management is hereby authorized to enter into a grant agreement with Urban Strings Columbus in support of Documentary Film Production Project.
SECTION 2. That the transfer of appropriation of $10,000.00, or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized within the General Fund 1000 per the accounting codes in the attachment to this ordinance.
SECTION 3. That, with regard to the action authorized in Section 1 of this ordinance, the expenditure of $10,000.00, or so much thereof as may be necessary, is hereby authorized per the accounting code in the attachment to this ordinance.
SECTION 4. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management , and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 8. That this ordinance shall take effect and be in force from and after its passage from the earliest period allowed by law.
