Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety to enter into contract with Intrado Life & Safety Solutions (formally, West Safety Solutions Corp) for the upgrade of the existing 911 System in the Support Services Division. This is a five year agreement that will further enhance the 911 System to assure that it stays National Emergency Number (NENA) compliant. The City of Columbus operates a fully redundant, geo-diverse set of Public Safety Answering Point (PSAP) controllers that currently support operations at the Columbus wireless PSAP and the Columbus backup PSAP. The Division of Support Services upgraded the existing 911 system in 2012 with an additional upgrade in 2016 for text to 911 compatibility. This current upgrade will procure new hardware as well as upgrade the software to ensure compliance with NENA standards and to provide continued services.
Bid Information: This upgrade to the 911 system is being executed in accordance with the sole source provisions of Chapter 329 of the Columbus City Codes. Intrado Life & Safety Solutions Corporation is the proprietary software licensing and maintenance contractor for the City's current 911 System.
FISCAL IMPACT: Funds in the amount of $1,269,677.07 are available within Public Safety’s 2022 Capital Improvement Budget. An amendment to the 2022 Capital Improvement Budget is needed to align budget authority within the proper project. This ordinance authorizes the transfer between projects and the expenditure of $1,269,677.07 to enter into contract with Intrado Life & Safety Solutions Corp. for the upgrade of the City's 911 system.

To authorize the City Auditor to transfer monies between projects in the Public Safety Capital Improvement Fund, to authorize the Director of the Department of Public Safety to enter into contract with Intrado Life & Safety Solutions Corporation for the upgrade of the city's 911 system pursuant to the sole source provisions of the Columbus City Codes; to authorize an amendment to the 2022 Capital Improvement Budget; and the expenditure in the amount up to $1,269,677.07 within the Public Safety's Capital Improvement Fund. ($1,269,677.07)

WHEREAS, it is necessary to upgrade the City of Columbus' 911 system to comply with the National Emergency Number (NENA) next generation 911 standards, and
WHEREAS, it is necessary to authorize the transfer of up to $1,269,677.07 between projects and the expenditure of $1,269,677.07 in order to upgrade the system, and
WHEREAS, the 2022 Capital Improvement Budget must be amended to align budget authority with the proper project, and
WHEREAS, Intrado Life & Safety Solutions Corporation is the current vendor and sole source provider of the City's current 911 Viper system, and
WHEREAS, this acquisition is being submitted in accordance with the sole source provisions of the Columbus City Codes Chapter 329, and
WHEREAS, it is necessary to authorize the Director of the Department of Public Safety to enter into contract with Intrado Life & Safety Solutions Corporation to ensure the continuation of the support for the City's 911 system via this upgrade; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Safety is hereby authorized to enter into contract with Intrado Life & Safety Solutions Corporation for the upgrade of the current 911 system.
SECTION 2. That the transfer between projects and the expenditure of $1,269,677.07, or so much thereof as may be necessary per accounting codes in the attachment to this ordinance.
SECTION 3. That the 2022 Capital Improvements Budget authorized by ordinance 1896-2022 be amended as follows to establish sufficient authority for this project

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this agreement is entered into pursuant to the sole source provisions of Chapter 329 of the Columbus City Codes.
SECTION 7. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required
SECTION 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
