Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to modify and extend three (3) existing Universal Term Contracts (UTC) for the option to obtain Miscellaneous Medical Supplies with Bound Tree Medical LLC, CC005886, expires 5/14/2027, Henry Schein Inc. CC000504, expires 12/23/2026 and Life-Assist, Incorporated. CC010830, expires 3/18/2028. This contract provides for miscellaneous medical supplies used by Emergency Medical Transport (EMT) services within the Department of Public Safety. This modification is necessary to keep supplies stocked at adequate levels for medics working in the field. Time would not allow for a bid process. A bid process will be conducted January of 2027 or shortly thereafter to establish a new contract(s) for miscellaneous medical supplies. The contracts, PO333200, PO334244 and PO333185, were established in accordance with Request for Quotation RFQ021448 and will expire June 30, 2026.
Ordinance No. 1461-2022 states that Alpha ProMed LLC was recommended for an award of a contract. However, the supplier was deemed non-responsive as they didn’t submit all requested samples for the City’s evaluation. Three (3) contracts were awarded as follows: Bound Tree Medical LLC, Henry Schein Inc., and Life-Assist, Incorporated.
Pursuant to Section 329.09(a) of Columbus City Codes:
(1) Amount of additional funds to be expended under the modification: No additional funding will be immediately necessary.
(2) Why the need for additional goods or services could not be foreseen at the time the contract was initially awarded: N/A
(3) Why it would not be in the city's best interests to have the additional contract requirements awarded through other procurement processes specified in this chapter: N/A
(4) How the price for the additional goods or services which are the subject of the modification was determined: N/A
EMERGENCY DESIGNATION: The Finance and Management Department respectfully requests this legislation be considered an emergency because the current contract expires June 30, 2026 and miscellaneous medical supplies need to be readily available and stocked at adequate levels for medics working in the field.
FISCAL IMPACT: No funding is required to modify the option contract. The Department of Public Safety must set aside their own funding for their estimated expenditures.

WHEREAS, the Purchasing Office entered into three (3) Universal Term Contracts for Miscellaneous Medical Supplies for use by the Division of Fire; and
WHEREAS, it is necessary to modify and extend the existing Universal Term Contracts with Bound Tree Medical LLC, Henry Schein Inc., and Life-Assist, Incorporated., to ensure that medical supplies are readily available and stocked at adequate levels for medics working in the field; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, as the current contract expires June 30, 2026, in that it is necessary to authorize the Finance and Management Director to immediately modify Universal Term Contracts with Bound Tree Medical LLC, Henry Schein Inc., and Life-Assist, Incorporated. for the option to obtain Miscellaneous Medical Supplies to maintain adequate levels of supplies needed for emergency services, thereby preserving the public health, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to modify and extend three (3) Universal Term Contracts for the option to obtain Miscellaneous Medical Supplies with Bound Tree Medical LLC (PO333200), Henry Schein Inc. (PO334244), and Life-Assist, Incorporated. (PO333185) for a term of one (1) year, to and including June 30, 2027.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
