Explanation
BACKGROUND: This ordinance authorizes the Board of Health to modify an existing contract with Sapna Welsh DBA Leverage HR for specialized training services for the period of December 5, 2022 through June 30, 2023 in an amount not to exceed $9,900 for a new contract amount of $59,900.00. With these additional funds, Leverage HR will provide Strengthsfinder training to staff and managers at Columbus Public Health.
Original contract services were advertised through Vendor Services (RFQ023455) according to bidding requirements of the City Code. Vendor contract compliance number CC-031215 expiration date 3/21/2025.
Emergency action is requested in order to not delay the training services to staff. This Ohio Department of Health grant funding this contract ends June 30, 2023 and all funds must be spent by this date.
FISCAL IMPACT: This contract is entirely funded by a grant award from the Ohio Department of Health. This grant does not generate revenue nor require a city match.

($9,900.00).
Body
WHEREAS, The Board of Health has a need to modify an existing training contract with Sapna Welsh DBA Leverage HR. and
WHEREAS, Sapna Welsh DBA Leverage HR has the expertise required; and
WHEREAS, an emergency exists and that it is immediately necessary to modify the current contract with Sapna Welsh DBA Leverage HR for specialized training services all for the immediate preservation of the public health, peace, property, safety and welfare; and in order to not delay the training services to staff. This Ohio Department of Health grant funding this contract ends June 30, 2023 and all funds must be spent by this date; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized to modify an existing contract with Sapna Welsh DBA Leverage HR in the amount of $9,900.00 for the period of December 5, 2022 through June 30, 2023
SECTION 2. That to pay the costs of said contract, the expenditure of $9,900.00 is hereby authorized from the Health Department Grants Fund, Fund No. 2251, Department No. 50, Division 5001, per the accounting codes attached to this ordinance.
SECTION 3. That this contract is in compliance with Chapter 329 of the Columbus City Codes.
SECTION 4. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the city's financial records.
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
