Explanation
BACKGROUND
With the passage of the amended 2026 General Fund Operating Budget, Ord. No. 2938-2025, the Department of Development has a need to reallocate the funding to the likewise amended operations of the department for the year. This supplemental ordinance will re-align 2026 general fund appropriations to planned expenditures for the year.
FISCAL IMPACT: There is no overall impact to the Department of Development’s 2026 General Fund Budget, but a reallocation of appropriation across department divisions and object classes.
EMERGENCY DESIGNATION
This ordinance is submitted as an emergency to avoid the delay of the Department of Development’s operations and services to City of Columbus organizations and residents.

To authorize the Department of Development to transfer appropriation of $1,277,011.00 of its 2026 general fund appropriation between divisions and object classes; and to declare an emergency. ($0.00)
Body
WHEREAS, with the passage of the amended 2026 General Fund Operating Budget, Ord. No. 2938-2025, the Department of Development has a need to reallocate appropriation; and
WHEREAS, it is necessary to transfer appropriation between divisions and object classes to properly align funding with expenditures throughout the 2026 budget year; and
WHEREAS, there is no overall impact to the Department of Development’s 2026 General Fund Budget, only a reallocation of appropriation; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the transfer of funds for the proper alignment of appropriations to allow the Department to operate without interruption throughout the 2026 budget year, all for the immediate preservation of the public, health, peace, property, safety and welfare; NOW, THEREFORE;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is hereby authorized to transfer appropriation of $1,277,011.00 between various divisions and object classes within the general fund, Fund 1000, Subfund 100010 according to the account codes provided in the attachment to this ordinance.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the financial information for all actions authorized in this ordinance.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
