Body

I.                     PURPOSE

The purpose of this policy is to establish clear guidance on the city-observed holiday parking schedule to inform the public as to when payment is not required at Parking Meters.

II.                     DEFINITIONS

The following words, terms, and phrases, when used in this policy, shall have the meanings ascribed to them, except when the context clearly indicates a different meaning:

A.                     Actual Holiday Date means the actual date of the holiday.

B.                     City Holiday Date means the date that the city observes the holiday.

C.                     Parking Meter means any mechanical or electronic device used, placed, installed, or erected at or near the curb adjacent to the parking lane, or otherwise on property which is owned, leased, or operated by the city. A parking meter includes, but is not limited to, single-space meters, multi-space kiosks, and parking mobile payment applications authorized by the City of Columbus as prescribed in Section 2155.01.

III.                     HOLIDAY SCHEDULE

A.                     The public is not required to pay Parking Meters for the following holidays:

1.                     New Year’s Day

2.                     Martin Luther King Jr. Day*

3.                     Presidents Day*

4.                     Memorial Day*

5.                     Juneteenth

6.                     Independence Day

7.                     Labor Day*

8.                     Indigenous People’s Day*

9.                     Veterans Day

10.                     Thanksgiving Day*

B.                     The holidays listed above with an asterisk (*), the City Holiday Date falls on the same day as the Actual Holiday Date and payment is not required for that date.

C.                     The other listed holidays are considered floating holidays, and the Actual Holiday Date may fall on any day of the week, including Saturday or Sunday. When the Actual Holiday Date falls on a Saturday or Sunday, the City Holiday Date may occur on the preceding or following day of the week. In these cases, payment will not be required on the Actual Holiday Date but will be required on the City Holiday Date.

1.                     The single-space meters, multi-space kiosks and mobile payment application will reflect parking as free when the Actual Holiday Date occurs on a Sunday and payment will be required on the City Holiday Date.
