Title: To authorize and direct the Finance Director to modify and extend the citywide contract for the option to purchase Office Supplies, with Bulldog Office Products.
Explanation
 
BACKGROUND:  To modify and extend the existing city-wide contract for the option to purchase Office Supplies for all City Agencies for one additional year, thru December 31, 2005.  Formal bids were opened by the Purchasing Office on July 11, 2002. The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06. (Proposal No. SA000228HJB). FL001400, with Bulldog Office Products was established in accordance with bids received. Their contract compliance number is 251292273.
 
1.  Amount of additional funds:  The estimated annual expenditure for the contract is $400,000. City Agencies must obtain approval to expend from their own budgeted funds for their estimated expenditures.
2. Reason additional needs were not foreseen: The need was foreseen. An extension is provided for in the original contract.
3. Reason other procurement processes not used: An informal market survey was done, and pricing received did not show any advantage in rebidding.
4. How cost was determined: The cost, terms and conditions are in accordance with the original agreement
 
The company is not debarred according to the Excluded Party Listing System of the Federal Government.
This company is not listed with the Auditor of State for unresolved findings.
 
FISCAL IMPACT: No funding is required to extend the option contracts. City Agencies must set aside their own funding for their estimated expenditures.

To authorize and direct the Finance Director to modify and extend the citywide contract for the option to purchase Office Supplies, with Bulldog Office Products.
 
Body
 
WHEREAS, the Purchasing Office advertised and solicited formal bids on July 11, 2002, and selected the most responsive, responsible, and best bid; and
 
WHEREAS, the vendor has agreed to extend FL001400 at current prices and conditions to and including December 31, 2005. An informal market survey was conducted and no advantage would be gained by rebidding, so it is in the best interest of the City to exercise this option; and
 
WHEREAS, it is necessary to extend FL001400 for an option to purchase Office Supplies thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Finance Director be and is hereby authorized and directed to modify and extend FL001400 with Bulldog Office Products for one year. through December 31, 2005.
 
SECTION 2. That this modification is in accordance with Section 329.16 of the Columbus City Codes.
 
SECTION 3.  This ordinance shall take effect and be in force from and after its passage or by the earliest period allowed by law.
