CITY DEPARTMENTS' RECOMMENDATION: Approval. The 16.41± acre site consists of five parcels developed with a variety of industrial uses in the M, Manufacturing District. The applicant requests the AR-O, Apartment Office District to allow for a multi-unit residential development with no density limitations. The requested district is compatible to those uses allowed by Council variance Ordinance #2606-2025 (CV22-104), passed on October 20, 2025. The site is within the planning boundaries of the South Side Plan (2014), which recommends “Industrial” land uses at this location. The Plan also includes early adoption of the Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). While the proposed multi-unit residential development is inconsistent with the area plan, it is consistent with the recommended land use of “Mixed-Use 3” by the Columbus Growth Strategy map. Additionally, staff supports the proposed use because the site is located on a major transit corridor, is adjacent to Title 34 mixed-use zoning districts, and will allow the uses approved with Ordinance #2606-2025 (CV22-104). The applicant will be seeking competitive funding from the Ohio Housing Finance Authority (OHFA) for the proposed multi-unit residential development. A concurrent Council variance (CV25-103; Ordinance #0288-2026) proposes variances to parking lot screening, parking setbacks, required parking, dumpster area, building lines, and perimeter yard.

WHEREAS, application #Z25-056 is on file with the Building Services Division of the Department of Development requesting rezoning of 16.41± acres from the M, Manufacturing District, to AR-O, Apartment Office District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the Columbus South Side Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because it will allow multi-unit residential development at a density and development pattern consistent with adjacent mixed-use districts and the recommended land use of “Mixed-Use 3” by the draft Columbus Growth Strategy map, and will add more housing consistent with city priorities; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
