Explanation
Background:
This ordinance will authorize the Director of the Recreation and Parks Department and the Real Estate Division to enter into a land purchase agreement with the Worthington City School District to purchase 5.534 acres situated in the City of Columbus, Franklin County, Ohio, with an address of 8008 Flint Road, Tax Parcel No. 610-216-460.
The total amount of the expenditure, $586,070.00, includes the purchase price of the property, closing costs, title insurance, environmental assessments, and survey costs.
Emergency legislation is being requested as purchase has been delayed awaiting the City Bond Sale and acquisition is scheduled immediately following appropriation of funding.
Fiscal Impact:
$586,070.00 is required and budgeted in the Voted 1995 and 1999 Parks and Recreation Bond Fund.

To authorize the Director of the Recreation and Parks Department and the Real Estate Division to execute those documents necessary to purchase 5.534 acres known as 8008 Flint Road, to pay all costs associated with the purchase of said land, to authorize the expenditure of $586,070.00 from the Voted 1995 and 1999 Parks and Recreation Bond Fund, and to declare an emergency. Body
WHEREAS, the City of Columbus desires to purchase the property at 8008 Flint Road; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to purchase said property as purchase has been delayed awaiting City Bond Sale and acquisition is scheduled immediately following appropriation of funding; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Recreation and Parks Department and the Real Estate Division be and are hereby authorized and directed to enter into a contract to purchase property at 8008 Flint Road.
Section 2. That the expenditure of $586,070.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1995 and 1999 Parks and Recreation Bond Fund No.702, Dept. 51, as follows, to pay the cost thereof.

Section 3. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
