Explanation
BACKGROUND: To modify and extend the existing city-wide contract for the option to purchase Flow Monitoring and Rain Gauge Data Collection Equipment for the Division of Sewerage and Drainage, to and including December 31, 2006. This contract was established in accordance with Columbus City Code, Section 329.06, having been deemed a Sole Source provider (Proposal No. SA000454BGB). FL001868, with ADS Environmental Services was established. Their contract compliance number is 31-1261664.
1. Amount of additional funds: The estimated annual expenditure for the contract is $45,000.00. The Division of Sewerage and Drainage must obtain approval to expend from their own budgeted funds for their estimated expenditures.
2. Reason additional needs were not foreseen: The need was foreseen. An extension is provided for in the original contract.
3. Reason other procurement processes not used: This purchase has been determined to be available from a Sole Source provider, ADS Environmental Services. It is not anticipated that better pricing or terms would be obtained in seeking a new solicitation.
4. How cost was determined: The cost, terms and conditions are in accordance with the original agreement
FISCAL IMPACT: No funding is required to extend the option contract. The Division of Sewerage and Drainage must set aside their own funding for their estimated expenditures.

To authorize and direct the Finance Director to modify and extend the citywide contract for the option to purchase Flow Monitoring and Rain Gauge Data Collection Equipment, with ADS Environmental Services.
Body
WHEREAS, the Purchasing Office solicited a formal bid from the sole source provider; and
WHEREAS, vendor has agreed to extend FL001868 at current prices and conditions to and including December 31, 2006, and it is in the best interest of the City to exercise this option; and
WHEREAS, it is necessary to modify the contract for Flow Monitoring and Rain Gauge Data Collection Equipment in order to maintain a consistent, economical supply for the Division of Sewerage and Drainage; and
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance Director be and is hereby authorized and directed to modify and extend FL001868 with ADS Environmental Services to and including December 31, 2006.
SECTION 2. That this modification is in accordance with Section 329.16 of the Columbus City Codes.
SECTION 3. This ordinance shall take effect and be in force from and after its passage or by the earliest period allowed by law.
