Explanation
1. BACKGROUND: The City of Columbus Division of Sewerage and Drainage (DOSD) initiated the Plum Ridge Integrated Solutions (CIP 650870-158191) and Plum Ridge Storm Sewer Improvements Project (CIP 611714-100000) to perform the investigation, evaluation, formulation and design work necessary to prepare construction documents for: mitigation of stormwater flooding by improving the existing stormwater system within the project area(s) and the use of integrated solutions to improve water quantity and water quality within the project area(s). This work performed under phase 1 will be in preparation of the future remediation of inflow and infiltration (I/I) within the project area(s).
2. PROCUREMENT: The Department of Public Utilities advertised a Request for Proposals (RFP’s) on August 29, 2019 through September 27, 2019 pursuant to the overall requirements of City Code Section 329 in order to solicit proposals for the project. Five (5) proposals were received and reviewed, and it was determined that Evans Mechwart Hambleton & Tilton Inc. dba EMH&T best meets the needs of the Department of Public Utilities.

3. SUMMARY OF TASKS: The scope of work for this project includes condition assessment and cleaning of the existing storm sewers and performing inspections of all storm manholes within the project limits to assist in the development of an accurate stormwater hydraulic model, and to assess the structural integrity of the existing storm sewer system prior to evaluating any potential integrated solutions necessary to accomplish the objectives of Blueprint Columbus.
The scope of work shall also include the use of the aforementioned stormwater hydraulic model to determine the hydraulic performance of the existing storm sewer system, and to evaluate potential improvements to this system through replacement of existing infrastructure or the installation of new facilities prior to evaluating any potential integrated solutions necessary to accomplish the objectives of Blueprint Columbus.
The scope of work shall also include performing all requisite investigation, evaluation, formulation and design work to prepare construction documents for the remediation of inflow and infiltration (I/I), and the improvement of water quantity and water quality within the project area(s) using integrated solutions. The City envisions that the Blueprint Columbus integrated solutions approach shall focus on removing sufficient amounts of I/I and providing positive treatment of stormwater with green infrastructure prior to its discharge into storm sewers and/or receiving water bodies. It is the objective of the City to mitigate overflows of the area’s designed sanitary relief structures (DSRs) to the 10-year level of service. All extensive computer-based modeling required to evaluate this criteria in the sanitary system shall be performed by the City and not be a part of the scope of these services. In order to determine water-quality and quantity benefits to the City’s MS4 discharges, stormwater modeling services shall be performed as a task under these contracts.
4. MULTI-YEAR CONTRACT: The Department anticipates requesting additional future modifications to this contract.
5. PROJECT TIMELINE: This project is planned for approximately five (5) years, completing in December 2025.

7. Emergency Designation: Emergency legislation is not requested at this time.
8. Economic Impact: The City has embarked upon its approved Wet-Weather Management Plan (WWMP). Currently, that plan is almost entirely comprised of a series of treatment plant capacity upgrades, storage tanks, tunnels, and other piping system augmentations; collectively known as “gray” infrastructure. After approval of the WWMP, the use of more renewable, sustainable, and environmentally friendly systems, commonly referred to as “green” infrastructure, has been recognized and implemented in many communities as a potential solution to many of the elements associated with consent order requirements.
It is anticipated there will be a greater impact to both economic impact and advantages by implementing a group of smaller projects which would be conducive for competition with local suppliers and vendors as opposed to the large scale, previously devised, WWMP projects.
Community and Outreach for the project will be conducted by the City, the selected consultant and the Public Outreach Consultant, RAMA Consulting, which is currently under contract for this work.
9. Fiscal Impact: A transfer within and expenditure of up to $211,691.94 from the Storm Sewer Bond Fund 6204 is necessary; an expenditure of up to $583,163.68 from the Sanitary Sewer General Obligation Bond Fund 6109 is needed; and an amendment to the 2019 Capital Improvement Budget is necessary to provide sufficient authority.

To authorize the Director of Public Utilities to enter into a professional engineering services agreement with Evans Mechwart Hambleton & Tilton Inc. dba EMH&T for the Plum Ridge Integrated Solutions and Plum Ridge Storm Sewer Improvements Project; to authorize the transfer within and expenditure of up to $211,691.94 from the Storm Sewer Bond Fund; to authorize the expenditure of up to $583,163.68 from the Sanitary Sewer General Obligation Fund; and to authorize an amendment to the 2019 Capital Improvements Budget. WHEREAS, it is necessary for the City to enter into an engineering agreement with Evans Mechwart Hambleton & Tilton Inc. dba EMH&T for the Plum Ridge Integrated Solutions and Plum Ridge Storm Sewer Improvements Project; and
WHEREAS, it is necessary to authorize the transfer within and expenditure of up to $211,691.94 from the Storm Sewer Bond Fund 6204; and
WHEREAS, it is necessary to authorize the expenditure of up to $583,163.68 from the Sanitary Sewer General Obligation Bond Fund 6109; and
WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget for purposes of providing sufficient budget authority for the project expenditure; and
WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to enter into a professional engineering agreement with EMH&T for the Plum Ridge Integrated Solutions and Plum Ridge Storm Sewer Improvements Project for the preservation of the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities is hereby authorized to enter into an engineering agreement with Evans Mechwart Hambleton & Tilton Inc. dba EMH&T, 5500 New Albany Road, New Albany, Ohio 43054 for professional engineering services for the Plum Ridge Integrated Solutions (CIP 650870-158191) and Plum Ridge Storm Sewer Improvements Project (CIP 611714-100000), in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.
SECTION 2. That the City Auditor is hereby authorized to transfer and expend up to $211,691.94 within the Storm Sewer Bond Fund 6204, per the account codes in the attachment to this ordinance.
SECTION 3. That the City Auditor is hereby authorized to expend up to $583,163.68 from the Sanitary Sewer General Obligation Bond Fund 6109 per the account codes in the attachment to this ordinance.

SECTION 5. That said engineering company, Evans Mechwart Hambleton & Tilton Inc. dba EMH&T, shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 8. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 9. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 10. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
