Explanation
 
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into a contract with Kinzelman Kline Gossman, for professional planning services for Whittier Peninsula Development.
 
The work includes the study of land of Whittier peninsula not under agreement for development by Franklin County Metroparks.  The program of development is to include, but is not limited to an "executive" length golf facility, practice/teaching area, "pitch and putt" level golf course, other active recreation venues, support structures, mix of private developments, roadway access and parking.
 
The Contract Compliance Number for Kinzelman Kline Gossman is #311654496
 
The department is requesting the waiver of the formal bidding provisions of the Columbus City Code 329.11 to enter into a contract with Kinzelman Kline gossman.  
 
Justification for this waiver of city code 329.11 is their involvement with Franklin County Metro Parks and Audubon Ohio to assure the concept is compatible with the development of the park and center on the peninsula.
 
Emergency action is necessary to have studies begin immediately to keep with schedule of peninsula development.
 
Fiscal Impact:
$45,000.00 is required and budgeted in the Northand and other acquisitions councilmanic Fund to meet the financial obligation of this contract.
 
 
Title
 
To authorize and direct the Director of Recreation and Parks to enter into a contract with Kinzelman Kline Gossman for professional planning services for Whittier Peninsula Development, to waive the necessary competitive bidding requirements, to authorize the expenditure of $45,000.00 from the Northland and other acquisitions councilmanic Fund, and to declare an emergency.  ($45,000.00)
 
Body
 
      WHEREAS, it is in the best interest of the City of Columbus to waive the requirements of competitive bidding and contract with Kinzelman Kline Gossman for the Whittier Peninsuala Development planning; and
 
       WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract  to enable design services to commence immediately; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
               Section 1.   That this Council finds it in the best interest of the City of Columbus to waive requirements of competitive bidding for the Professional Planning Services for Whittier Peninsula Development, and does hereby waive provisions of Section 329.11 of the Columbus City Codes.
 
              Section 2.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Kinzelman Kline Gossman for the professional planning services for Whittier peninsula development.
 
               Section 3.   That the expenditure of $45,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Councilmanic Fund 735, Northland and other acquisitions, , Dept. 44-01, Project #440019, OCA Code 440019, and Object Level 3 No. 6680, to pay the cost thereof.
 
                 Section 4.   That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
               Section  5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
                 Section 6.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
