Explanation
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into contract with Schorr Architects for professional services related to the Brentnell Recreation Center Renovations, for the amount of $160,000.00.
Schorr Architects was selected for this project from proposals received from twelve (12) architectural firms, on March 8,
2005. It was determined that Schorr Architects proposal and experience far exceeded the other firms. Schorr Architects
was selected based on experience, availability, and knowledge of project site. Project includes schematic design, design
development, construction documents, bidding,and construction administration.
The Contract Compliance Number for Schorr Architects, is #03-0499713.
Emergency action is necessary to begin initial stages of project design so construction can be on schedule for limited
center disruption.
Fiscal Impact:
$160,000.00 is required and budgeted in the Voted 1995 and 1999 Parks and Recreation Bond Fund to meet the
financial obligation of this contract.

To authorize and direct the Director of Recreation and Parks to enter into contract with Schorr Architects for the Brentnell Recreation Center Renovations, to authorize the expenditure of $160,000.00 from the Voted 1995 and 1999 Parks and Recreation Bond Fund, and to declare an emergency. ($160,000.00)
Body
WHEREAS, proposals were received from twelve firms for professional services related to the Brentnell Recreation Center Renovations; and
WHEREAS, the contract will be awarded based on experience, availability, and knowledge of project site; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract to begin construction on schedule for limited center disruption; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Schorr Architects for professional services related to the Brentnell Recreation Center Renovations.
Section 2. That the expenditure of $160,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1195 and 1999 Recreation and Parks Bond Fund No. 702, Dept. 51-01, as follows, to pay the cost thereof.

Section 3. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
