Explanation

 

BACKGROUND: This legislation authorizes the Director of the Department of Development to modify the current Homeless Families Foundation grant agreement (DL013312) by extending the agreement by 6 months from December 31, 2007 to June 30, 2008. The grant funds are being used to address the refurbishing needs of the 12 shelter units on N. Glenwood Ave. that are in critical need of repairs and upgrades. The completion of this renovation project was delayed due to inclement weather. 

 

The legislation targets a social service agency that provides shelter for families who are homeless and in need of safe and sanitary housing.  This modification will allow for renovations taken place during the period January 1, 2007 through June 30, 2008.

 

Emergency action is now necessary in order to avoid further interruptions in the project's construction schedule.

 

FISCAL IMPACT: No funding is required for this legislation.

 

 

Title

 

To authorize the Director of the Department of Development to modify an Emergency Human Services Capital Fund grant agreement with the Homeless Families Foundation by extending the grant period six months; and to declare an emergency.

 

 

Body

 

WHEREAS, the Director of the Department of Development desires to modify the current grant agreement with the Homeless Families Foundation for the continued provision of program services; and

 

WHEREAS, Homeless Families Foundation is repairing and upgrading its 12 shelter units located at the N. Glenwood Ave site to provide safe and sanitary housing for families in need of shelter; and

 

WHEREAS, the completion of this renovation project was delayed making it necessary to extend the grant period; and

 

WHEREAS, emergency action is now necessary in order to avoid further interruptions in the project's construction schedule; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Neighborhood Services Division, in that it is immediately necessary to amend said grant agreement with the Homeless Families Foundation, thereby preserving the public health, peace, property, safety, and welfare; and NOW THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

Section 1.                     That the Director of the Department of Development be hereby authorized to modify  the grant agreement (DL013312) with the Homeless Families Foundation  by extending the agreement period 6 months from January 1, 2007 through December 31, 2007 to January 1, 2007 through June 30, 2008.

 

Section 2.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
