Background:
Bids were received by the Recreation and Parks Department on November 24, 2009 for the Linden Park Shelter Improvements Project, as follows:

After review of the proposals that were submitted, it was determined that the low bidder (PK Builders, LLC) was non-responsive due to the Bidder's Affidavit is not an original signature and is dated 6/9/09, the Proposal Affidavit was missing, dollar amount on the Bond was whited-out and rewritten, and the Financial Surety Statement was missing from their proposal.  Due to this, we will be awarding the contract to ProCon who is the lowest and best.
 
Project work consists of :
Base Bid - repair and replacement of fiberglass shingle roof: including sheathing, underlayment, beams, trusses, roof vents, soffits, fascia and drip edge; replacement of concrete pad; repair/tuck pointing masonry; find grading & seeding for restoration.
Alternate #1 - replacement of fiberglass shingle roof with standing seam metal roof.
Alternate #2 - four picnic tables and one trash receptacle.
Alternate #3 - installation of metal ceiling.

Body
 
     WHEREAS, bids were received by the Recreation and Parks Department on November 24, 2009,  and the contract for the Linden Park Shelter Improvements was awarded to the lowest bidder;  and
 
      WHEREAS, said contract will provide repair and replacement of fiberglass shingle roof including sheathing,  underlayment,  beams, trusses, roof vents, soffits,  fascia and drip edge,  replacement of concrete pad,  repair/tuck pointing masonry; and find grading & seeding for restoration; and
 
       WHEREAS, it is in the best interest of the City to award this contract to Pro Con Professional Construction Services, Inc;  NOW, THEREFORE,
 
      BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of  Recreation and Parks is hereby authorized to enter into contract with ProCon Professional Construction Services, Inc.,  for the Linden Park Shelter Improvements Project.
 
      SECTION 2.   That the expenditure of $64,000.00, or so much thereof may be necessary, be and is hereby authorized from:
 
Recreation and Parks Voted 1999/2004 Bond Fund
      Fund 702 /  Project #510035-100000 / OCA#644526 /Obj. Level 3# 6621
 
      SECTION 3.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
      SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
