Explanation
Background: This ordinance authorizes the Development Director to modify past, present, and future contracts and purchase orders with Fahlgren, Inc. dba Fahlgren Martine since it has been acquired and undergone a name and Federal Tax ID# change. This ordinance authorizes the assignment of all past, present, and future business conducted by the Department of Development, from Fahlgren Inc., to The Shipyard LLC.
No additional funds are necessary to modify the professional services contract as requested. There is no change in the type of products being procured and the original contract. The original terms and conditions remain in effect. The department utilized the Request for Proposals (RFP) process in accordance with City procurement standards to solicit proposals. Proposals were submitted in response to RFQ026111 in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes.
FISCAL IMPACT: No additional funding is required to modify this professional services contract.
CONTRACT COMPLIANCE: Previous vendor number was 009283 and will expire on 12/12/2025. The new vendor number is 050607 and contract compliance expires 10/10/2026.
EMERGENCY DESIGNATION: Emergency legislation is respectfully requested in order to continue the process of crafting the Recovery and Resiliency report to share with the community to begin implementing recommendations without delay.

WHEREAS, the City of Columbus needs to communicate and educate the public on the Department of Development’s work within the communities of Columbus; and
WHEREAS, the City of Columbus, utilized a Request for Proposals (RFP) process to identify and assess qualified firms; and
WHEREAS, proposals were submitted in response to RFQ026111 in accordance with the relevant provisions of Chapter 329 of the Columbus City Code, and Fahlgren Inc. dba Fahlgren Mortine received the highest overall score from the RFP committee; and
WHEREAS, the organization has since been acquired and undergone a name and Federal Tax ID # change and modification of all past, present, and future business conducted by the Department of Development changes from Fahlgren, Inc. dba Fahlgren Mortine, to The Shipyard LLC; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to modify all past, present, and future contracts and purchase orders with Fahlgren Inc. dba Fahlgren Martine to The Shipyard LLC to continue the process of crafting the annual report and communication strategy to share with the community and begin implementing recommendations, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Development is hereby authorized to modify all past, present, and future contracts and purchase orders from Fahlgren Inc., to The Shipyard LLC.
SECTION 2. That this modification is in accordance with relevant provisions of Section 329 of the Columbus City Code.
SECTION 3. That, for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
