Explanation
Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with The Righter Co., Inc. for the Raymond and Wilson Bridge Improvements 2023 Project. The contract amount is $475,675.00, with a contingency of $47,567.00, for a total of $523,242.00. An additional $2,000.00 is being authorized for interdepartmental inspections and fees for a total of $525,242.00 being authorized by this ordinance.
At the end of 2021, the Recreation and Parks Department completed bridge inspections for all of the Department's inventory to identify bridges in need of maintenance and structural repairs. Based on these inspection reports and input from Golf Section staff, the bridges at Raymond Memorial Golf Course were identified as needing work beyond routine maintenance. The current conditions impact course play. The conditions also inhibit emergency vehicles or heavier equipment from accessing areas of the course. Emergency vehicles must currently utilize main roads to access areas of the course, because of the bridge conditions, and this adds onto the overall response time to some areas of the golf course.
This project will make the necessary repairs to pedestrian and golf cart bridges to ensure consistent aesthetics and more efficient usage of cart rentals. Most importantly, it will provide safe and accessible bridges. This project will begin in the fall of 2023 and should be complete by spring of 2024. This timing is needed to minimize impacts to the general public and course operations.
Vendor Bid/Proposal Submissions (ODI designation status):
Bids were advertised through Vendor Services, in accordance with City Code Section 329, on July 25, 2023, and received by the Recreation and Parks Department on August 15, 2023. Bids were received from the following companies:
The Righter Co., Inc. (MAJ): $475,675.00
The Ruhlin Company (MAJ): $578,036.93
After reviewing the bids that were submitted, it was determined that The Righter Co., Inc. was the lowest and most responsive bidder. The Righter Co., Inc. and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.
As part of their bid, The Righter Co., Inc. has proposed the following vendors to fulfill the Office of Diversity and Inclusion project goal:

Emergency Justification: Emergency action is requested to ensure that these improvements are done prior to the 2024 golf season to keep impacts to golf customers to a minimum and so that needed safety improvements for emergency vehicle access are completed as soon as possible.
Benefits to the Public: This project will provide residents with quality, safe, and accessible bridges to enhance the enjoyment of Raymond Memorial Golf Course. It will also optimize departmental operations and enable emergency vehicle access.
Community Input/Issues: Community input on this project was received through Golf staff. No public meetings were held for generating community input on this specific bridge work.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by updating an existing facility to help enhance the experience of the customer, as well as, improving revenue potential during the open season.
Fiscal Impact: $525,242.00 is budgeted and available from within the Recreation and Parks Voted Bond Fund 7702 and 7712 to meet the financial obligations of this contract.

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with The Righter Co., Inc. for the Raymond and Wilson Bridge Improvements 2023 Project; and
WHEREAS, it is necessary to authorize the transfer of $525,242.00 within the Recreation and Parks Voted Bond Fund 7702 and 7712; and
WHEREAS, it is necessary to authorize the amendment of the 2023 Capital Improvements Budget Ordinance 1711-2023 in order to provide sufficient budget authority for this and future projects; and
WHEREAS, it is necessary to authorize the expenditure of $525,242.00 from the Recreation and Parks and Voted Bond Fund 7702 and 7712; and
WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with The Righter Co., Inc. for the Raymond and Wilson Bridge Improvements 2023 Project to ensure that these improvements are done prior to the 2024 golf season to keep impacts to golf customers to a minimum and so that needed safety improvements for emergency vehicle access are completed as soon as possible, NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with The Righter Co., Inc. for the Raymond and Wilson Bridge Improvements 2023 Project.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 5. That the transfer of $525,242.00 or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Voted Bond Fund 7702 per the account codes in the attachment to this ordinance.
SECTION 6. That the 2023 Capital Improvements Budget Ordinance 1711-2023 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7. For the purpose stated in Section 1, the expenditure of $525,242.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the and Parks Voted Bond Fund 7702 and 7712 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
