Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to enter into a contract with the IATSE Local 112 (International Alliance of Theatrical Stage Employees and Motion Picture Machine Operators) for stagehand services for Music In the Air events in 2007 and with the IATSE payroll company, Theatrical Payroll Services of Central Ohio (TPSCO) to enable payment of the IATSE stagehands.  IATSE will provide stagehands on an as-needed basis for technical services.  The union guarantees that trained personnel are available according to the schedule set forth by the Department.  
 
Due to the unique nature of services provided, the department is requesting the waiver of the bidding provisions of the Columbus City Codes to enter into a contract with IATSE and TPSCO for City equipment with City facilities and park property.
 
The Federal ID Number for IATSE is #31-6077231.
The Federal ID Number for TPSCO is #54-2175127.
 
Emergency action is requested in order to allow stagehands sufficient time to perform necessary equipment preparation and maintenance prior to performance beginning in June.
 
Fiscal Impact:
$25,000.00 is required from the Recreation and Parks Operating Fund to meet the financial obligation of this contract.
 
$19,947.52 was spent in 2006 and $17,836.96 was spent in 2006 for these services.

      WHEREAS, it is in the best interest of the City of Columbus to waive the requirements of competitive bidding and contract with IATSE Local 112 (International Alliance of Theatrical Stage Employees and Motion Picture Operators) for professional services in conjunction with Music In the Air events being held in 2007, and with the IATSE payroll company, Theatrical Payroll Services of Central Ohio (TPSCO); and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract in order to allow stagehands sufficient time to perform necessary equipment preparation and maintenance prior to performances beginning in June; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That this Council finds it in the best interest of the City of Columbus to waive requirements of competitive bidding for professional services in conjunction with the Music In the Air 2007 events, and does hereby waive provisions of Section 329.06(b) of the Columbus City Codes.
 
      SECTION 2.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with IATSE Local 112 (International Alliance of Theatrical Stage Employees and Motion Picture Operators) for professional services in conjunction with Music In the Air events being held in 2007, and with the IATSE payroll company, Theatrical Payroll Services of Central Ohio (TPSCO).
 
       SECTION 3.   That the expenditure of $25,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Operating Fund 285, Department No. 51-01, OCA Code 510685 and Object level 3 No. 3336, to pay the cost thereof:
 
         SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
