Explanation
BACKGROUND:
This ordinance will authorize the Director of Recreation and Parks to enter into contract with the Neighborhood Design Center for the administration of the Rickenbacker House / Woods Technology Center at 1320 East Livingston Ave. in the amount of $100,000.00.
Scope of Services:
-Oversee renovation of the Rickenbacker / Woods Technology Center, 1320 East Livingston Ave., including the performance of the following work: remove debris from building, prepare building plans, ADA compliance, plumbing renovations, electrical renovations, HVAC improvements, security system, copy with all code deficiencies, site signage, improvements to programming space, acquisition of programming equipment.
The City shall reimburse the Neighborhood design after completion of work. The City shall pay the contractor as and for full compensation for the work and services rendered under this contract a sum not to exceed $100,000.00.
The Contract Compliance Number for Neighborhood Design Center is #341049478.
Emergency action is necessary to allow Neighborhood Design Group to begin work as soon as possible for renovations to the facility.
FISCAL IMPACT:
The expenditure of $100,000.00 is budgeted in the Recreation and Parks 1999/2004 Voted Bond Fund.

To authorize and direct the Director of Recreation and Parks to enter into contract with the Neighborhood Design Center for the administration of the Rickenbacker House Project, to authorize the expenditure of $100,000.00 from the Recreation and Parks Voted Bond Fund, and to declare an emergency. Body
WHEREAS, it is necessary to enter into a contract with the Neighborhood Design Center for the administration of the Rickenbacker House Project; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract for the preservation of public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with the Neighborhood Design Center for the administration of the Rickenbacker House Project.
SECTION 2. That to pay the cost of said contract, the expenditure of $100,000.00 or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks 1999/2004 Voted Bond Fund No. 702, Department 51-01, as follows:

SECTION 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or monies paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
