Explanation
Background: The following legislation authorizes the Director of the Department of Finance and Management to execute those documents necessary to enter into a License Agreement by and between the City and the Franklin County Board of Elections for temporary use of the Community Room at the City-owned property located at 2300 West Broad Street to conduct poll worker training for the 2020 General Election
Fiscal Impact: No funds are required. The City will receive income of $4,500.00 to offset the City’s cost of utilities and janitorial services.
Emergency Action: This legislation is presented as emergency in order to allow the Franklin County Board of Elections to immediately begin poll worker training for the 2020 General Election.

To authorize the Director of the Department of Finance and Management to execute those documents necessary to enter into a License Agreement between the City of Columbus and the Franklin County Board of Elections for temporary use of the Community Room located at 2300 West Broad Street, and to declare an emergency. WHEREAS, the City is the owner of that certain real property located at 2300 West Broad Street and further identified as Franklin Tax Parcel No. 010-066803; and
WHEREAS, the Franklin County Board of Elections desires to use the Community Room located at2300 West Broad Street to conduct poll worker training for the 2020 General Election; and
WHEREAS, the City and the Franklin County Board of Elections have agreed to terms and conditions for a License Agreement for temporary use of the Community Room located at 2300 West Broad Street beginning at the earliest possible date in September through November 9, 2020; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director of Finance and Management to execute a License Agreement by and between the City of Columbus and the Franklin County Board of Elections for the temporary use of the Community Room located at 2300 West Broad Street at the earliest possible date to conduct poll worker training for the 2020 General Election thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Finance and Management be, and hereby is, authorized to execute those documents necessary to enter into a License Agreement by and between the City of Columbus and the Franklin County Board of Elections for the use of the Community Room located at 2300 West Broad Street
Section 2. That the terms and conditions of the License Agreement shall be in a form approved by the Department of Law, Division of Real Estate.
Section 3. That, for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
