Explanation
BACKGROUND:
Need: This legislation authorizes the Director of Public Safety to modify and extend a contract with ACS State & Local Solutions for billing and collection services as needed for the Division of Fire's Third Party EMS Reimbursement Program, initiated via Ordinance #1184-02, passed July 22, 2002. Currently, the contract is being negotiated for extension; the terms and conditions of the current contract are being extended until February 28, 2006 to provide ample time to complete the negotiation process.

Emergency Designation: Emergency action is requested so that these services can continue uninterrupted until the current contract can be negotiated and extended.

WHEREAS, the City of Columbus has implemented a Third Party EMS Reimbursement Program via ordinance 1184-02, passed July 22, 2002; and
WHEREAS, this modification will extend the terms and conditions of the current contract through February 28, 2006 to provide ample time to complete the negotiation and modification process; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety in that it is immediately necessary to modify a contract ACS State & Local Solutions for billing and collection services as needed for the Division of Fire's Third Party EMS Reimbursement Program, thereby preserving the public health, peace, property, safety and welfare; Now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Director of Public Safety is hereby authorized to extend the terms and conditions of the current contract between the City and ACS State & Local Solutions for billing and collection services as needed for the Division of Fire's Third Party EMS Reimbursement Program through February 28, 2006.
Section 2. There is no expenditure associated with this ordinance.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
