BACKGROUND
This ordinance authorizes the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into a contract with Moss Audio Corporation for Genetec Servers and Installation.
This contract intends to provide the Franklin County Municipal Court with new security equipment to replace the failing directory and archivers to preserve the integrity of the security system.
The Court solicited Requests for Proposals for the new equipment and installation via RFQ029488. Two responses were received. The responding firms were:

Emergency Legislation is requested so the equipment can be replaced before it completely fails and compromises the integrity of the security system.
FISCAL IMPACT: The amount of $67,277.45 is budgeted and available in the Franklin County Municipal Court's 2025 security fund and General Perm Imp Non-Bond Capital Outlay. A funds transfer is necessary to align spending with the appropriate capital main account.

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Moss Audio Corporation; to authorize the transfer of funds within the security budget; to authorize the expenditure of up to $67,277.45 to provide Genetec Security Equipment; and to declare an emergency. WHEREAS, there is a need to replace the failing security equipment; and
WHEREAS, the Court, solicited Requests for Proposals for the Genetec directory and archivers; and
WHEREAS, Moss Audio Corporation was the lowest bidder; and
WHEREAS, it is necessary to enter into a contract with Moss Audio Corporation for the provision of Genetec hardware as described above in the amount of up to $67,277.45; and
WHEREAS, it is necessary for Council to authorize a transfer of funds within Fund 2226 Subfund 222601, the Security Fund; and
WHEREAS, it is necessary to authorize an expenditure of funds from Fund 2226, the Security Fund, and Fund 7748, the General Permanent Improvement Fund, for this contract; and
WHEREAS, an emergency exists in the usual daily operation of the city in that it is immediately necessary to authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into a contract with Moss Audio Corporation and to authorize the expenditure for security equipment, and transfer funds so that new security equipment can be purchased to replace existing equipment before the existing equipment completely fails and compromises the integrity of the security system, all for the immediate preservation of the public health, peace, property, safety, and welfare; and Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to enter into contract with Moss Audio Corporation.
SECTION 2. That the expenditure of $67,277.45 or as much thereof as may be necessary is hereby authorized from the Franklin County Municipal Court Judges funds, per the account codes in the attachment to this ordinance.
SECTION 3. That the transfer of $60,706.41 or so much thereof as may be needed, is hereby authorized within the Court’s security fund per the account codes in the attachment to this ordinance.
SECTION 4. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
