BACKGROUND:
The Eastmoor Main and Broad Corridor Revitalization Plan was developed to guide future public and private investments and programs for the planning area bounded by properties adjacent to Broad and Main Streets from Bexley on the west to Whitehall on the east.  The plan offers guidance on economic development and organization, housing; land use, and redevelopment; development; public safety; public infrastructure; and community involvement.  The Plan will be used as a principal reference document by city divisions and departments, developers, community representatives, Columbus Development Commission, and Columbus City Council when making decisions concerning the area.
 
An ambitious community involvement process was an integral part of the planning process.  Planning Division staff members and community leaders utilized a series of community "design" charrettes to accelerate input and product.  There were initial charrettes in May of 06, one for each street, in which participants identified assets and liabilities.  In August, a second round of community charrettes occurred.  These focused on both specific and general issues and developed proposals and solutions.  Additionally, the Development Commission endorsed the Plan on March 22, 2007.  
 
FISCAL IMPACT:  No funding is required for this legislation.

To adopt the Eastmoor Main and Broad Corridor Revitalization Plan as a guide for future improvements, investments and actions within the area bounded by properties adjacent to Broad and Main Streets from Bexley on the west to Whitehall on the east.
 
 
Body
 
WHEREAS, the purpose of the Eastmoor Main and Broad Corridor Revitalization Plan is to guide future improvements, investments, programs, and actions within the planning area bounded by properties adjacent to Broad and Main Streets from Bexley on the west to Whitehall on the east; and
 
      WHEREAS, the Planning Division worked cooperatively with area civic associations, residents, merchants and other city departments and divisions to identify, analyze, and address specific issues impacting the planning area; and
 
     WHEREAS, as integral parts of the planning process, five participatory community charrettes and other planning meetings, were held; and
 
     WHEREAS, recommendations included in the Eastmoor Main and Broad Corridor Revitalization Plan address economic development and organization, housing; land use, and redevelopment; public safety; public infrastructure; and community involvement; and
 
     WHEREAS, the Eastmoor Civic Association, the Peacekeeper Civic Association and Columbus Development Commission have reviewed the Plan and have recommended its adoption by Columbus City Council; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
           Section 1.      That the Eastmoor Main and Broad Corridor Revitalization Plan is hereby adopted to serve as a guide for both public and private investment for future improvements and actions within the planning area.
 
           Section 2.     That the Columbus Development Commission and all departments and divisions of the city administration are hereby authorized and directed to use the Eastmoor Main and Broad Corridor Revitalization Plan to initiate and guide projects and programs implementing the provisions of the plan.
 
           Section 3.     That the Department of Development is directed to monitor the use of the Eastmoor Main and Broad Corridor Revitalization Plan, and to present to Columbus City Council any amendments necessary to keep the plan up-to-date.
 
           Section 4.     That copies of the Eastmoor Main and Broad Corridor Revitalization Plan shall be kept on file in and made available electronically by the Planning Division of the Department of Development.
 
           Section 5.     That this ordinance shall take effect and be in force from and after the earliest period allowed by law
