Explanation

Background: This ordinance authorizes the Director of Finance and Management to enter into an agreement with DXP Enterprises, Inc. for the purchase and delivery of two Wemco model C3 Pump for the Division of Water Reclamation. The contract amount being authorized by this ordinance is $72,260.34.

These new Wemco model C3 Pump will be used at the Southerly Water Reclamation Plant (SWRP) and will be compatible with existing pumps currently in service at SWRP.

Procurement:

The Department of Finance and Management solicited competitive bids through Vendor Services from August 26th, 2025 to September 25th, 2025 for a Wemco model C3 Pump in accordance with the relevant provisions of Chapter 329 of City Code, RFQ031077. One bid was received by DXP Enterprises, Inc., for $72,260.34.

After a review of the bid, the Division of Sewerage and Drainage recommends the award be made for all items to DXP Enterprises Inc. as the only responsive, responsible and best bidder.

Fiscal Impact: $72,260.34 is budgeted and available from within the Sanitary Sewer Operating Fund to meet the financial obligations of this contract.

($72,260.34)  

Body

WHEREAS, it is necessary to authorize the Director of the Department of Finance and Management to enter into contract on behalf of the Department of Public Utilities with DXP Enterprises, Inc. for the purchase and delivery of two Wemco model C3 pumps; and

WHEREAS, it is necessary to authorize the expenditure of $72,260.34 from the Sanitary Sewer Operating Fund; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities in that it is necessary to authorize the Director of Finance and Management to enter into a contract with DXP Enterprises, Inc. in accordance with the terms, conditions, and specifications of RFQ031077 on file in the Purchasing Office; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract with DXP Enterprises, Inc. for the purchase and delivery of two Wemco model C3 pumps in accordance with the specifications for RFQ031077 on file in the Purchasing Office.

SECTION 2. That this contract is in accordance with the relevant provisions of Chapter 329 of City Code.

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 5.  That for the purpose stated in Section 1, the expenditure of $72,260.34 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Sanitary Sewer Operating Fund in object class 06 Capital Outlay, per the accounting codes in the attachments to this ordinance.

SECTION 6.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
