Department of Development, Division of Planning solicited a vendor to perform transcription services. This service is used to create a written transcription of city Historic District Commission meetings from an audio file provided by the division. The transcription is used as a written record of a given meeting and serves the city in the instance that an appeal is made on the given commission’s decision on a case.
The Department of Development advertised RFQ026750 on Vendor Services in February 2024 for these services. Seven bids were received, and the Director of Development entered into contract with the lowest bidder under the authority of Columbus City Code Section 329.18. The original contract period is from the date of approval of the purchase order to February 28th, 2025, with an option to renew for one (1) additional year, starting March 1, 2025. However, because renewals must be authorized by ordinance by operation of Columbus City Code Section 329.09, legislation is required to authorize a contract modification to extend the contract. The remaining funds are being asked to be modified and carried forward through the requested modification date of February 28, 2026 per Columbus City Code Section 329.09.
This legislation will extend the existing contract through February 28, 2026.
In accordance with C.C. 329.09(a):
1. No additional funds to be expended.
2. The need for additional services was foreseen at the time the initial contract was awarded, but a legislative modification is required by operation of C.C. 329.09(b).
3. It is in the City’s best interest to continue with the Officemotive Inc. dba Capital Typing current contract as they are the administrator transcription of city Historic District Commission meetings.
4. No additional funds are required by this ordinance.
FISCAL IMPACT: No additional funding is necessary.

WHEREAS, the Department of Development advertised RFQ026750 on Vendor Services in February 2024 for these services. Seven bids were received, and the Director of Development entered into contract with the lowest bidder under the authority of Columbus City Code Section 329.18; and
WHEREAS, the contract was awarded to Officemotive Inc. dba Capital Typing for the preparation of written transcription of city Historic District Commission meetings from an audio file provided by the division; and
WHEREAS, the Director of the Department of Development wishes to modify the contract with Officemotive Inc. dba Capital Typing for one additional year for transcription services; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Development to authorize the Director to modify a service contract with Officemotive Inc. dba Capital Typing for the transcription services; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development be and is hereby authorized to modify the contract with Officemotive Inc. dba Capital Typing, PO438838, to extend the contract end date to February 28, 2026 for transcription services.
SECTION 2. That this modification is made in accordance with the relevant provisions of the City Code Charter 329 relating to contract modifications.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
