BACKGROUND:      The Board of Health has been awarded $4,126,652.00 in grant funds from the Ohio Department of Health to fund the Women, Infants and Children (WIC) Program for the period October 1, 2005 through September 30, 2006.  The Ohio Department of Health has provided $4,800 for the lease of real property to be used as clinic space for the WIC Program at 456 West Tenth Avenue, Room 2018A.

Emergency action is requested in order to avoid any delays in providing program services.
 
 
FISCAL IMPACT:        The Women, Infants and Children Program is entirely funded by the Ohio Department of Health.  This program does not generate any revenue or require a City match.

Body
 
WHEREAS,      The Ohio Department of Health has designated the Health Department as primary grantee agency and fund administrator for all WIC programs in Franklin County; and,
 
WHEREAS,      the WIC Program will lease space from The Ohio State University for their clinic site for the continuation of Women, Infants and Children services; Now, therefore:
 
      WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this lease to avoid any delays in providing programs services for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Board of Health is hereby authorized and directed to enter into contract for the provision of rental space for the WIC clinic at 456 West Tenth Avenue, for the period of October 1, 2005 through September 30, 2006.
 
SECTION 2.      That to pay the costs of said contract, the expenditure of $4,800, is hereby authorized from the Health Department Grants Fund, Fund No. 251, Grant No. 505016, Division No. 50-01, Object Level One 03, Object Level Three 3301, as follows:

SECTION 3.      That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
