Explanation
 
This legislation authorizes and directs the Director of the Department of Public Safety Finance and Management to purchase 56 bicycles (54 for CPD and 2 for PVB).  City Council has been working with the Division of Police and the bike patrol to review existing equipment and its operability.  This purchase will replace aging equipment that is becoming unsafe. The additional replacement bicycles will be purchased with a portion of the $2 million Public Safety Initiatives fund created by Council in its 2005 budget amendments.
 
Emergency action is requested to expedite the purchase of replacement bicycles for safety and efficiency.
 
Bid Information:      Competitive bids will be solicited for this purchase.
 
 
FISCAL IMPACT:
 
City Council set aside $2 million in its 2005 amendments for Public Safety initiatives. This ordinance taps $73,455.00 of that amount.         
 
 
Title
 
To authorize and direct the transfer of $73,455 within the General Fund and to authorize and direct the Director of the Department of Public Safety Finance and Management to contract for the purchase of replacement bicycles; to authorize the expenditure of $73,455.00 from the General Fund; and to declare an emergency. Body
 
WHEREAS, City Council has been working with the Division of Police and the bike patrol to review the division's existing bicycle fleet and its operability, and as a result of that work, now recommend the purchase of replacement bicycles that can more safely accelerate response to certain emergency situations; and
 
WHEREAS, City Council set aside $2 million in its 2005 budget amendments for Public Safety initiatives; and
 
WHEREAS, the Director of the Department of Public Safety Finance and Management will solicit bids for this purchase, and will select the lowest, best and most responsive firm; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, in that it is immediately necessary to purchase said equipment, for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1.  That the City Auditor is hereby authorized to transfer $73,455.00 within the general fund from the Department of Finance, Department 45, OL1 10, OL3 5501, OCA 904508 to the division of Safety Administration 30-01, OL1 02, OL3 2215, OCA 300111.
 
SECTION 2. That the Public Safety Director of Finance and Management be and is hereby authorized and directed to solicit bids for the purchase of 56 bicycles, 54 for CPD and 2 to be given to the Parking Violations Bureau upon delivery, and to expend up to $73,455.00 or so much as may be necessary, for said purpose from the General Fund, Fund 010, Safety Administration, 30-01, OL1 02, OL3 2215, OCA 300111.
 
Funds appropriated through this Ordinance shall not be impounded by the Department of Public Safety or the Division of Police.
 
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
