Explanation
 
Background:
An application is being submitted to the Clean Ohio Conservation Fund Program, Round Three, administered by the Ohio Public Works Commission, for the acquisition and protection of the riparian corridor and forest along the Alum Creek Corridor from Mock Park to Innis Park.  
 
The application is for $456,000.00 for the acquisition and protection of stream side forests, tributaries and stream corridor along Alum Creek.
 
The match of 40% or $304,200.00, will be from Recreation and Parks Capital Improvements Program and the Voted 2005 Bond: Land Acquisitions dollars.      
 
Emergency action is requested to meet grant application deadline of May 27, 2005.
 
Fiscal Impact:
$456,000.00 in grant funding is being applied for and requested from the Clean Ohio Conservation Fund Program administered by the Ohio Public Works Commission.

Body
 
      WHEREAS, the Ohio Public Works Commission is accepting applications for a Clean Ohio Conservation Fund Program grant; and
 
      WHEREAS, the Recreation and Parks Department wishes to apply for said funding for acquisition and protection of the riparian corridor and forest along the Alum Creek Corridor; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to submit said grant application to meet the application deadline of May 27, 2005; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to submit a grant application in the amount of $456,000.00 to the Ohio Public Works Commission for a Clean Ohio Conservation Fund Program grant.
 
      SECTION 2.   That this ordinance authorizes an application only and is not a commitment to expend City funds.  A second ordinance to authorize the grant is required before the City will obligate its funds.
 
      SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
