Explanation
This ordinance authorizes the Director of the Department of Development to enter into contract with Greater Columbus Sister Cities International (GCSCI) in support of events celebrating the sister city relationship with Genoa, Italy.
Genoa is Columbus’ first sister city, having formalized the relationship in 1955. In an effort to promote ongoing social, cultural, and economic exchange, the city is currently partnering with Greater Columbus Sister Cities to plan and execute several events in celebration of our sister city relationship with Genoa.
In 2017, Columbus City Council and GCSCI partnered with the Italian Festival to host the first annual Columbus Pesto Championship. The 2017 champion, Marcello Canova, won the right to represent Columbus and the United States at the Pesto World Championship in Genoa on March 17, 2018.
Two additional events will celebrate the sister city relationship with Genoa. Between March 25th and April 8th, 2018, the city will host “1,000 People of Genoa,” a photographic portraiture exhibit by artist Timothy Emanuele Costa. The exhibit will include installations at the Cultural Arts Center, the Columbus Museum of Art, John Glenn International Airport, Franklin Park Conservatory, and the greater Columbus Convention Center. Later in 2018, Columbus will host “Il Cannone Guarnerius,” a violin used by Niccolo Paganini and a national treasure of Italy, for performances organized by the Columbus Symphony Orchestra.
Columbus City Council will provide resources to Greater Columbus Sister Cities in order to support ongoing planning efforts for the remaining Genoa Sister City events.
Emergency action is requested in order to immediately provide Greater Columbus Sister Cities International with the resources necessary to execute the events.
Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

To authorize the Director of the Department of Development to enter into contract with Greater Columbus Sister Cities International in support of events celebrating the sister city relationship with Genoa, Italy; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($25,000.00)

WHEREAS, Genoa is Columbus’ first sister city, having formalized the relationship in 1955; and
WHEREAS, in an effort to promote ongoing social, cultural, and economic exchange, the city is currently partnering with Greater Columbus Sister Cities to plan and execute several events in celebration of our sister city relationship with Genoa; and
WHEREAS, the city will host “1,000 People of Genoa,” a photographic portraiture exhibit by artist Timothy Emanuele Costa; and
WHEREAS, Columbus will host “Il Cannone Guarnerius,” a violin used by Nicollo Paganini and a national treasure of Italy, for performances organized by the Columbus Symphony Orchestra; and
WHEREAS, Columbus City Council will provide resources to Greater Columbus Sister Cities in order to support ongoing planning efforts for the remaining Genoa Sister City events; and
WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the Director of the Department of Development to enter into contract with Greater Columbus Sister Cities International in order to provide Greater Columbus Sister Cities International with the resources necessary to execute the events; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is hereby authorized to enter into contract with Greater Columbus Sister Cities International in support of events celebrating the sister city relationship with Genoa, Italy.
SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $25,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to the Department of Development per the accounting codes in the attachment to this ordinance.
SECTION 3. That the expenditure of $25,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018 per the accounting codes in the attachment to this ordinance.
SECTION 4. That this contract is awarded pursuant to the provisions of Chapter 329 that relate to not-for-profit service contracts.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
