Explanation
 
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant from the Share Our Strength Organization in the amount of $8,095.03 and to appropriate these monies to the Recreation and Parks Grant Fund.  These funds will provide for new computers and related equipment, tables and chairs, cell phones and other supplies as needed to support the administrative function of the Summer Food Program.
 
The Summer Food Service program is administered by the U. S. Department of Agriculture through the Ohio Department of Education.  It provides nutritionally balanced breakfasts and lunches to needy children during the summer months when public schools are closed.  The ultimate goal of this grant is to increase the number of free breakfasts and lunches that will be served in 2005.
 
Emergency action is requested so the grant can be accepted in a timely manner and to have funding available for necessary expenditures.
 
Fiscal Impact:
$8,095.03 in grant funding will be used exclusively for the operation of the 2005 Summer Food Service Program.  The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $8,095.03.

      WHEREAS, the Share Our Strength Organization has awarded the City of Columbus, Recreation and Parks Department, a grant in the amount of $8,095.03 for the operation of the 2005 Summer Food Service Program; and
 
      WHEREAS, it is necessary to appropriate said funds to the Recreation and Parks Department for expenditures in conjunction with the 2005 Summer Food Service Program; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said grant funds and appropriate said funds to have funds available for necessary expenditures; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $8,095.03 from the Share Our Strength Organization for the operation of the 2005 Summer Food Service Program.
 
      SECTION 2.   That from the unappropriated monies in the Recreation and Parks Grant Fund No. 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2005, the sum of $8,095.03 is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:

      SECTION 3.   That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
      SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
