Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Quality Masonry Company, Inc. for renovation of the building exterior at the Jerry Hammond Center, 1111 East Broad Street. The renovation is necessary due to water penetration remediation on the exterior of the building.
Formal bids were solicited and seven firms submit bids on March 10, 2011 as follows (1 ^MBE, 0 FBE):

The Office of Construction Management recommends the bid award be made to the most responsive and best bidder, Quality Masonry Company, Inc.
Emergency action is requested so that the renovation can begin immediately so that water does not damage interior areas.

Fiscal Impact: The cost of this contract is $227,000.00. The current unencumbered cash balance in the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund for 1111 East Broad Street -Exterior Masonry is $150,000.00. An additional $77,000.00 will be transferred between projects within the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund.

WHEREAS, it is necessary to amend the 2011 Capital Improvement Budget and transfer cash between projects within the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund, to provide sufficient funds in the appropriate project area for this expense; and
WHEREAS, it is necessary for the renovation of the building exterior at the Jerry Hammond Center, 1111 East Broad Street, to occur due to unforeseen water damage; and
WHEREAS, formal bids were solicited and seven companies submitted bids; and
WHEREAS, Quality Masonry Company, Inc. is the most responsive and responsible bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management in that it is immediately necessary to authorize the Finance and Management Director to enter into a contract with Quality Masonry, Inc. for the renovation of the building exterior at the Jerry Hammond Center, 1111 East Broad Street, to occur without delay, thereby preserving the public health, property, safety, and welfare, now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the 2011 Capital Improvement Budget is hereby amended as follows:

SECTION 5. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
