Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into contract for Corrosion Control Maintenance Services, for the Division of Sewerage and Drainage. This contract was bid on February 6, 2008, and is proposed as a multi-year contract with incremental funding, approximately annually, as stated in the Bidding Documents.
B. Procurement History. This procurement has been conducted in accordance with the requirements for competitive sealed bidding in Section 329, Columbus City Codes, 1959. one Bid was received on February 6, 2008, as follows:

E. Emergency Designation: Emergency designation is requested so the contract may be entered into at the earliest date possible.
2. FISCAL IMPACT: The FY2008 Budget allocates sufficient funds for this contract. Amounts appropriated for this purpose in recent years are as follows:

3. PROJECT LOCATION:
This project involves the Division's waste water treatment facilities: The Jackson Pike and Southerly Wastewater Treatment Plants.

To authorize the Director of Public Utilities to contract with Cornerstone Maintenance Services Ltd. for Corrosion Control Maintenance Services, for the Division of Sewerage and Drainage; and to authorize the expenditure of $312,367.70 from the Sewerage System Operating Fund and to declare and emergency ($312,367.70).

WHEREAS, bids for Corrosion Control Maintenance Services for the Division of Sewerage and Drainage were received by the Director of Public Utilities on February 6, 2008; and
WHEREAS, the bids received have now been reviewed and a recommendation for award has been made; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, in that it is immediately necessary to enter into and agreement with Cornerstone Maintenance for Corrosion Control Services for the immediate preservation of the public health, peace, property and safety; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be, and hereby is, authorized to contract with Cornerstone Maintenance Services Ltd., 2620 Adda Ave Columbus, OH 43231, for Corrosion Control Maintenance Services for the Division of Sewerage and Drainage, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.
Section 2. That the said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
Section 3. That the expenditure of $312,367.70, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, Department 60-05, to pay the cost of this contract, as follows:

Section 4. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
