Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Traditional Hardwood Floors for the Gym Floor Resurfacing 2023 Project. The contract amount is $58,585.00, with a contingency of $11,415.00, for a total of $70,000.00 being authorized by this ordinance.

 

A gym floor refinishing program was established by the Recreation and Parks Department to standardize material specifications and to establish a schedule for maintenance. The program occurs annually and includes sanding, screening, and paint re-touches for the gym floors, stages, and dance floors located in community centers and athletic complexes. The annual program will maintain a quality surface on the gym floors, stages, and dance floors in the most long-term and cost-effective manner for the Recreation and Parks Department.

 

Vendor Bid/Proposal Submissions (ODI designation status):

 

Bids were advertised through Vendor Services, in accordance with City Code Chapter 329, on January 17, 2023 and received by the Recreation and Parks Department on February 7, 2023. This project was also picked up by various local and regional plan rooms and distributed to their membership. Bids were received from the following companies:

 

Traditional Hardwood Floors (MAJ): $58,585.00

HDI Enterprises (MAJ): $59,982.00

Greko Supply DBA Floor Care Concepts (MAJ): $75,886.00

 

After reviewing the proposals that were submitted, it was determined that Traditional Hardwood Floors was the lowest and most responsive bidder.

Emergency Justification: Emergency action is requested in order to ensure that the contractor can accommodate the community center schedules and not impact resident participation in their paid center programming activities. 

 

Benefits to the Public: This project will provide residents with high quality flooring surfaces to further enjoyment of center programming and athletics while ensuring ADA-compliance, a safe playing surface, and an aesthetically pleasing wood surface for all residents. Ensuring this consistent level of service for all center floors helps enable equitable access to wellness and athletic programs.

 

Community Input/Issues: The gym floor, stage, and dance floor surfaces are on a rotating schedule for screening and sanding treatments. Any outstanding issue on a floor, such as significant damage or a request for additional sport court lines, was communicated through center managers and will be addressed in the contract.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by updating sports-related facilities to keep them in line with the revenue they bring in. It will also help ensure that facilities remain safe and user friendly.

 

Fiscal Impact: $70,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract.

To authorize the Director of the Recreation and Parks Department to enter into contract with Traditional Hardwood Floors for the Gym Floor Resurfacing 2023 Project; to authorize the expenditure of $70,000.00 from the Recreation and Parks Operating Fund, and to declare an emergency. ($70,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to enter into contract with Traditional Hardwood Floors for the Gym Floor Resurfacing 2023 Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $70,000.00 that is budgeted and available from within the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with Traditional Hardwood Floors in order to ensure that the contractor can accommodate the community center schedules and not impact resident participation in their paid center programming activities, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Traditional Hardwood Floors for the Gym Floor Resurfacing 2023 Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $70,000.00, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
