Explanation

 

BACKGROUND:  This ordinance authorizes the Board of Health to enter into a contract with Mahogany Search partners for comprehensive workforce consulting services in an amount not to exceed $83,250.00.  The Board of Health has a need for this vendor to assess, enhance and optimize the current recruiting practices and processes. These services will be provided remotely and in-person at Columbus Public Health, located at 240 Parsons Avenue. The contract period is from February 17, 2025 through February 16, 2026.

 

A Request for Proposal (RFP), RFQ029244 was publicly posted to the City of Columbus Vendor Services website. A total of 5 vendors submitted responses to the RFP. The CPH evaluation committee, utilizing established scoring criteria, recommended awarding the contract to Mahogany Search Partners. 

 

The contract compliance number for Mahogany Search Partners is CC-051045.

 

Emergency action is being requested in order to meet grant deliverables by not delaying the start of this contract. Any delay could result in reimbursement for services not being allowed per the grantor.

 

FISCAL IMPACT:  Expenditures to provide these services are budgeted in the Strengthening U.S. Public Health Infrastructure Grant within the Health Departments Grants Fund, Fund No. 2251. ($83,250.00)

To authorize the Board of Health to enter into a contract with Mahogany Search Partners LLC for comprehensive workforce consulting services; to authorize an expenditure from the Health Departments Grants Fund to pay the costs thereof; and to declare an emergency. ($83,250.00)

 

Body

 

WHEREAS, the Board of Health has a need for comprehensive workforce consulting services; and

 

WHEREAS, A Request for Proposal (RFP), RFQ029244 was publicly posted to the City of Columbus Vendor Services website and an evaluation committee recommended awarding the contract to Mahogany Search Partners; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to authorize the Board of Health to enter into a contract with Mahogany Search Partners in order to ensure the start of the contract of February 17, 2025 in order to meet grant deliverables, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to enter into a contract with Mahogany Search Partners LLC for comprehensive workforce consulting services in an amount not to exceed $83,250.00 for the period of February 17, 2025 through February 16, 2026.

 

SECTION 2.  That the expenditure of $83,250.00 is hereby authorized from the Health Departments Grants Fund, Fund No. 2251, Department 50, Division No. 5001, in object class 03 - Services, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That this contract is in compliance with Chapter 329 of the Columbus City Code.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
