Explanation
Background:
This legislation is to appropriate supplemental grant funds from the Ohio Department of Aging administered by the Central Ohio Area Agency on Aging to carry on various services in 2006.
Emergency action is requested in order to continue and expand services during FY 2006, without service interruption as stipulated in the various grant requirements.
Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance of $99,670.00. This appropriation will enable the Recreation and Parks Department to continue those programs as required by the granting agencies for 2006.
To authorize supplemental appropriation in the amount of $99,670.00 from the unappropriated balance of the Recreation and Parks Grant Fund to the Recreation and Parks Department for the operation of various grant programs administered by the Central Ohio Area Agency on Aging, and to declare an emergency.

Whereas, it is necessary to appropriate grant funds so that the Central Ohio Area Agency on Aging of the Recreation and Parks Department can continue services during FY 2006: and
Whereas, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds to continue and expand services without interruption for the preservation of public health, peace, property, safety, and welfare: now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 21, 2006, the sum of $99,670.00 is appropriated to the Recreation and Parks Department, Department No. 51, as follows:

Section 2. That the monies in the foregoing Section 1. shall be paid upon the order of the Director of Recreation and Parks; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
