Title: To accept property to be used as public right-of way; to rename a portion of Gemini Place and to accept, dedicate, and name Ikea Way and Worthington Road; and to declare an emergency. ($0.00)

Explanation

The Department of Public Service, Division of Infrastructure Management recently received a request from Smith & Hale LLC, on behalf of Polaris 91, LLC, to rename a section of Gemini Place, from the intersection with I-71 northbound exit ramp to the intersection with Orion Place, to “Ikea Way”.  Furthermore, this request is to name a future road, from the intersection of Gemini Place and Orion Place, extending in an easterly direction for approximately 3,132 feet, to the intersection with a realigned Worthington Road, as “Ikea Way”. Furthermore, this request is to name a future road, from the east terminus of Ikea Way, extending in an easterly direction for approximately 400 feet, to the current Columbus corporate boundary, as “Worthington Road”. Furthermore, this request is to name a future road, from the east terminus of Ikea Way, extending in a southerly direction for approximately 309 feet, to the current Columbus corporate boundary, as “Worthington Road”.

The abovementioned request will allow the developer to construct and utilize the roadways of Ikea Way and Worthington Road as part of Ohio Department of Transportation project DEL-GEMINI PKWY EXTENSION. The property owner, Polaris 91, LLC, has deeded certain tracts of land, the same as being numbered and delineated as Parcel 1-WDV1, Parcel 1-WDV2, and Parcel 1-WDV3 in the right-of-way plan of DEL-GEMINI PKWY EXTENSION, to City of Columbus by virtue of a QUIT-CLAIM DEED recorded in Delaware County Recorder’s Office, on November 19, 2015 as Deed Book 1388, Page 2689, to be used as public right-of-way. Ohio Revised Code Chapter 723.03 requires that property proposed for use as a public street or alley must be accepted and dedicated as public right-of-way by an ordinance specifically passed for such purpose.

The proposed names, “Ikea Way” and “Worthington Road”, conform to the Division’s current street naming convention and have been reserved until such time that this request has been completed, or denied.  The Division of Infrastructure Management has circulated concurrent notification to the City’s Historic Preservation office, and Divisions of Fire, Police, Refuse, Street Maintenance, and Infrastructure Management without objection.  The Division of Infrastructure Management has obtained concurrence from adjoining Delaware County and City of Westerville to name Worthington Road as it extends into both jurisdictions.

Fiscal Impact:

None

EMERGENCY JUSTIFICATION:
